The city itself is about 76 percent white, making it the whitest big city in the U.S. And diversity has been dwindling in the neighborhoods close to the center of town, as minorities have increasingly moved out to the city's edges.

Growing up across the river in Vancouver, you could have fooled me that Portland is the “whitest city”. Especially if you ever drove down Burnside.
So what is followed by , focus on integrating Harlem, Detroit, Lansing....

I think we are more likely to see 2004 numbers particularly that Blacks aren’t as likely to come out to vote in 2016 presidential election.

Actually these numbers tell an awful tale. The minority voted themselves the majority’s money.
Portland, I spent a week there once, and just like the week I spent in San Francisco it left me with a burning desire to never ever return. Both are filled with fruits, fruitloops, addicts, and crazies to the extent that anything positive about the cities is beyond my caring.
What is the big deal blacks have about wanting to live with whites? They can do it... it’s the law, but what’s the big deal? I don’t get it.
To the left, it is OK to be white, as long as you are voting for liberal Democrats or those further to the left than that, and advocating their policies.
Conversely, according to the left it is NOT OK to be black or hispanic and voting for conservative candidates and espousing conservative policies. In their eyes, they become a ‘race traitor’ when they do that.
The news at the link you posted was my first thought as well.
It’s extraordinary that these types of articles continue to be orchestrated and there are soo many rubes that can’t make the connection.
