I live in Texas. We use what we have and don’t use what we don’t.
Floods are an awfully hit or miss source of water to rely on. Building a nationwide system of pipes that may not see use for decades at a time would be more than just a little prohibitively expensive.
From where to where? I am in the Northeast and we have gobs of water. But it would be insane to try to move it further west.
Desalinization seems to be the most effective and efficient method to date. But getting factories made on SO-CAL beaches seems to be a non starter.
Maybe they can build them in Mexico and bring the water north in tankers.
The worlds largest and cheapest reverse-osmosis desalination plant is up and running in Israel.

On the west coast, a siphon pipe could easily be buried in the ocean just off shore.
Way easier than trenching cross country.

CA seems intent on importing its population from Mexico, let them stick a big straw down there for those peoples needs.
If they can find a place with enough water at a high enough elevation where no pumps would be necessary then it would work. It doesn’t have to be that much higher either.
I believe the Soviet Union took a run at this kind of thing. The result was the ruin of the Aral Sea.
If you drain Lake Superior, you still haven't re-engineered the desert. Plus you only get winter ski runs that descend about 1,300 feet. So the towns around Lake Superior still can't compete with Vail or Jackson Hole.
You just get the destruction of a fresh water inland sea.
