The surprising uptick, reformers say, is partly by design. De Blasios pick to head the $10 billion Human Resources Administration, Steven Banks, is a proponent of loosening welfare restrictions.
With Banks at the helm, the HRA launched a series of sweeping changes in its state-approved Biennial Employment Plan, including changing requirements for welfare recipients with kids younger than 4 years old. Recipients previously had to clock a 35-hour workweek to get their checks.
Welfare recipients can now substitute full-time education including GED preparation for their work requirement.

So much of the population is becoming a cash crop for the elite, with less opportunity to move up. And too many seem to like it that way.
I think that is exactly right.
Some people worry that automation is accelerating and that this will drastically decrease the need for human labor. However, many people point out that this trend has been passed through with agriculture and basic industrialization — we always end up with a greater need for workers, doing new and different things.
That’s all swell, but I do think we’ve reached that point where The Powers That Be may want to steer society toward an ultra-dependent lifestyle.
It’s worrisome. On the one hand, there could be hope, but on the other hand, some people want serfs.
Since this is de Blasio's program ( or is it Wilhelm's?) he should be required to fund it. For years City libs have been expanding social programs they don't have money to pay for and the burden shifts Upstate. Watching our tax dollars flow to the southeast corner of the State with little or no benefit in return is beyond frustrating. It is a well-known fact that without the Big Apple and Albany, New York State would be considered fly over country.

The game is to hire navigators aka out-reach aka community organizers to go out and sign up the “under-served” community aka people who qualify for welfare, SNAP, etc but are too proud to ask for it.
The #1 frustration of the navigator is the person that is too proud. Hispanics who qualify for welfare, SNAP, etc but don’t take it are the most under-served group because they have that quaint concept that they only deserve it if they work for it.
The navigator is challenged to re-educate these under-served to their human rights.
Of course, the increase in welfare roles only proves the need for more navigators. Watch for the welfare-to-work programs that are really welfare-to-navigator programs.
The magnitude of the fail that is about to descend on NYC will make the disaster of Detroit look mild.

De Blasio is so committed to the african american community,he has made it his number one goal to make David Dinkins look like a great mayor in comparison.
