Rep. Steve Stivers (R-OH) amendment to the House Rules passed by a vote on the House Floor this week, according to a press release published by Rep. Stivers office. The rule will provide a system with which to track, count, and organize Article V applications to Congress.
I am pleased my colleagues supported my addition to the House Rules this week, Stivers said. I believe a Balanced Budget Amendment is the only way to stop out-of-control government spending. I hope the passage of this rule will put us one step closer to fiscal responsibility and the inclusion of the BBA in the United States Constitution.
Rep. Stivers press release went on to explain the rule in detail:
Specifically, the rule creates a process for the intake of the petitions through the Chairman of the Judiciary Committee and gives the Clerks Office the responsibility of making the petitions electronically available and organized by the subject, state of origin and year of receipt. This will allow Congress, as well as the American people, to better track the progress of specific Article V efforts. Prior to Stivers rule update, no formal process for cataloging the petitions existed.

I still like Warren Buffet’s idea: If spending exceeds revenues in any year by 3%, those sitting members of Congress cannot seek reelection.
To that, I’d add:
1. If you don’t pay federal income taxes, you don’t get to vote in federal elections. Nothing in the game, why should you? It might reduce the need to use my tax dollars to buy cell phones for deadbeats.
2. Congress cannot exempt itself from any law it passes.
3. Throw away the IRS Code and replace it with a flat 17% tax on income...no deductions, same rate for corporations and individuals. Yeah, I know it won’t happen, but it would be a hell of a lot better than the crap we have now.
There should be ZERO taxes on incomes. Our founding fathers knew why.

I don't think that's true. Charles Beard, in his An Economic Interpretation of the Constitution states that it is the duty of gov't to: 1) provide for the protection of property rights, and 2) provide social overhead capital. The first means a legal system, a standing military, and police. The second refers to those things society deems necessary but will not be provided by a free market, such as a legal system, a means to deal with foreign gov'ts, public roads, etc. Taxes are the way to fund those efforts.
The types of taxes should be based on either 1) ability to pay, or 2) benefits received. Income taxes are common to the first, and gasoline taxes for roads the second.
Obviously, you have a better idea for funding the gov't. What is it?

Income tax is slavery. There is nothing voluntary about it. It is also Taxation without Representation.

How about getting the number of votes proportioned to the income taxes you pay.
