Thanks for posting the article.
There are two things that influence the size of a creature (the avg. size over a long time period).
Environment and Food. Granted the Sun’s Rays are part of the environment, but if they made goats smaller then they would also make every creature smaller. I don’t see that happening.
Must be the food.

Climate has been changing for millions of years....alternating between ice age and warming periods. And it will not stop!
The main point is it is NOT man made. Man is like a small pimple on a bull elephants azz. Astronauts cannot even see any man made objects from orbit! Only the Great Wall of China is barely perceptible.
