TransCanada Corp. is considering building U.S. portions of its Keystone XL pipeline and later seeking approval of an Alberta link to circumvent the Obama administration's rejection of the $7-billion project.
There is no requirement for a presidential permit to lay pipe anywhere in the United States, provided the line doesn't extend across the border into Canada.
On the table is a segment between the oversupplied oil storage hub of Cushing, Okla., and Gulf Coast refining centres in Texas, as well as a longer line from Montana to the Gulf Coast, executives said Thursday.
"I think that clearly, with yesterday's decision, we are now open to amending or changing our plans to building this in segments," TransCanada chief executive Russ Girling told an investor conference in Whistler, B.C. "As we've said before, that's dependent on the interest of our shippers in doing that."
Building an Oklahoma-to-Texas section alone would cost TransCanada $2 billion, said Girling, who told investors the company has already spent $1.9 billion on the Keystone XL project.

...... Well ..... perhaps the administration would not be able to stop it, but couldn’t one of the administrations puppets stop the pipeline? ...... For example the EPA?
This idea was suggested two months ago here on Free Republic by one of our astute Freepers. I thought it was good then and it still is.
I know we have not built any new refineries in a long time.
That does not mean we cannot or should not.
I also know that there are plans to close several existing refineries, particularly in Kalifornia.
I know that fuel’s are needed nationwide.
I know that a large percentage of our refineries are clustered in the Gulf region.
I know that a bad hurricane there can shut down too much of our refinery capacity.
I know that several short pipelines may be easier to build, and harder to stop, that one long one.
From what I know, instead of building a single very long pipeline all the way to the gulf we should branch it East and West, with refineries at each terminus.
Locally refined fuel is less expensive for consumers.
This is clearly illustrated here in Nevada.
Most of the state gets Kalifornia fuel, but NE Nevada gets fuel from Utah, which retails for .25¢ to .50¢ LESS per gallon than the Kalifornia blends.
So please explain why are we putting all of our eggs in a single basket with this project!

True, but you can bet your last $20 gold piece that the One will direct appointees in the EPA, BLM and any other federal agencies whose land the pipeline may cross, to put in place excessive environmental reviews, lengthy permit processing, restrictive construction requirements and any other restrictions to delay and obfuscate construction of the pipeline.
Canada may not have the workforce for refineries....
Maybe Barry will start a cross-border shooting war against those evil Canadians.
After all, Holder already has spread the one on our sourthern border.
