In this case, it wasn’t the law that was in error, it was the police. They were arrested for “impeding an open business” and in that statute, there are two exceptions to the law, first, if someone is doing union activites, and second, if someone is doing something protected by the Constitution.
The cop screwed up when he arrested them, the charges will be dismissed, and hopefully they’ll learn a valuable life lesson. :)

Absolutely, driver's licenses expire as do auto licenses. And there are time limits on auto registration, and address changes. So the state REQUIRES these transactions be accomplished in a time-limited manner.

Well the 1st amendment did not address the DMV either.Yes, I do have the right not to be harassed, that is not the same as being offended.If something is offensive to me I can either turn it off or leave the area, no harm done.If I have to occupy a space for a period of time waiting to do personal business, especialy in this case with the goverment, being forced to listen to someones religious views is harassment.
OK, if you’re answering my question, then you’re agreeing with me that the people in line are not being forced to be there at that particular time.

The statute they were arrested on says that the law does NOT apply to Constitutionally protected actions, which preaching is. No ones rights were being violated.
