On the Certification of Live Birth (COLB), now widely available on the internet, Obama’s father’s race is listed as “African”.

For the sake of argument, let’s say that the terminology is peculiar to Hawaii and Obama filed a Late Certificate of Birth or perhaps his documents were updated in recent years.
In that case, the publicly available COLB must reflect what is written on the source birth documents, even updated ones.
In Appendix B “Hawaii Model – Standard for Clustering Race/Ethnicity Categories” contained in an article published in 2003 by employees of the Hawaii Department of Health, the word “African” appears as an “Aggregated Ethnic Group” under the race category “Black (non-Hispanic)”. That differs from the categories in Appendix A, which apparently represented an earlier version and did not contain the word “African”.
Unless I am mistaken, that information might suggest that Barack Obama’s birth data were updated around 2003 or thereafter.

Ultimately, the existence (or not) of the piece of paper is just the first hoop. The data on the piece of paper is where Obama will necessarily trip. There are no good choices for some of the data. Either he is ineligible, or he has been living a complete lie as to name and/or parentage.
I see no way out for him -- and that's why he hides the paper. His best gambit is to say, "Yes, I have the paper, it's perfectly good paper, and No, you can't see it." This is his only good answer, and it is precisely the strategy he has been playing, and spending $2M to maintain.
And now it is turning out to be an insufficient answer. But he has no Plan B.

The COLB had to say “African” to ensure the black vote. My guess is it was changed from some other, less definitive, designation around the time BO decided to run.

Researching his roots reveal that on his father's side, he is descended from Arab slave traders. They operated under an extended grant from Queen Victoria, who gave them the right to continue the slave trade in exchange for helping the British defeat the Madhi Army in southern Sudan and the Upper Nile region.

The British had been fighting slavery for almost a century at this point. In fact, the mahdist revolt in the Sudan occurred largely because they had insisted on stopping the slave trade, the basis of the Sudanese economy.
The idea that Vicky or her officials would do any such thing is truly ludicrous.
FTM, one look at Papa Obama makes it pretty clear he is African, not Arab. East African, to be sure, which has considerable differences from the West African physical type we're more familiar with, but still African, not Arab.
It would mean that in a REAL legal system not run by make-it-up-as-we-go-along liberals.
