Counter Counter Terrorism - Defeating The Plotting Of The Enemies Of Allah

Bismillah,

In sha'a Allah I will keep these things going with beneficial points for countering counter terrorism efforts. There are some things that obviously will not be said, because only a few people need to know them and it is harmful for CT officials to have a heads up on what is going on. However, there are some things which they already know, or which they cannot do anything about, or which the Muslims have significantly greater capabilities to counteract anything CT officials can come up with.

As things stand, we are currently dominating nearly every front in this war, but we are neglecting the true potential of this movement by allowing it to continue with almost no direction whatsoever. Al-Qa'ida does what they can to direct things, but it is not so easy when you are fighting a physical war at the same time. Also, we are much more aware of our own situation than they are, simply due to the fact that we are here and they are fighting jihad already.

Anyway, here begins the first set of points:

Anytime the kuffar have something which is perceived as a success it must be hidden:

In the event of the death of a leader we need to focus on things such as martyrdom and putting our trust in Allah. We should bring to light the fact that the greatest commander of all, salaa Allahu 'alayhi wa salam, died and left this Ummah in the most desperate situation it could possibly be in. They were against far greater odds than we are today.
We should not publish their media which is negative on our forums and websites. Even if it is the only source making a certain claim, and we know it is true, then we should not post it.
If a large number of mujahideen die, then we should mention how two or more people from their friends and families will take their places. Also, we should treat this in a similar manner to the death of a leader. This is only in the event of a large catastrophe.
Rather than saying someone died we should say that he/she embraced martyrdom in sha'a Allah.
* These stories can also be hidden by drawing people's attention to other successes of the mujahideen. However, unless we control the major newspapers and television programs, then outright "hiding" these stories will not work.

Successes of the mujahideen must be emphasized:

* Have we forgotten how beardless men and hijabless women were dancing in the streets on September 11th?
* We need to spread their success stories, articles, and videos massively. The kuffar need to see them as well, so that they are demoralized.
* We should use terms like, "5 Western pigs sent to Hellfire in sha'a Allah." There needs to be a clear bias in every story. This is why they call mujahideen who are clearly not insurgents "insurgents." It is to say, "These are the bad guys." That is also why the mujahideen use the words, "puppets," "apostates," and others. Unbiased journalism is a myth and we should not seek to operate by it. It is extremely effective at getting a kafir to be against a war if he sees a dead body of his countryman and is told that he is in a ditch from Hellfire in sha'a Allah. It might get a bad reaction, but they will eventually feel like they are losing and nobody likes to lose.
* Make sure you publish the truth. Lies are counterproductive. Do not invent successes like the kuffar do. If you do this it might build temporary momentum, but it will eventually backfire when it is shown to be false.

Kill the sympathy factor:

* There can be absolutely no sympathy shown for dead kuffar. Even if the attack was clearly wrong, we should still emphasize that the kuffar who died will be in Hellfire and that they will never come out in sha'a Allah. If an attack is completely wrong we should say so, but we should defend the Muslim who carried it out. We should bring up the issue of his intentions and how people are forgiven for ignorance in sha'a Allah.
* Videos of kuffar dying should be spread. Death is an extraordinarily powerful image. There is nothing stronger in killing one's sympathy for the enemy than seeing him die enough times that there is no longer a "shock factor."
* This is not to say that we should not have mercy toward the disbelievers. One should not kill their humanity in this. We should look to the Sunnah and find the correct approach from there. We should not be rude to the kuffar and insult them. This is not the same thing as killing the sympathy factor. If you want to insult the kuffar then do so in a clever way where the wit can be appreciated.
* Publish statistics of how many Muslims have been killed by the kuffar and use the highest estimates from credible sources. Do not cite just violent deaths from the war in Iraq, but count those who lost their food, medicine, and shelter. Also, count those who died from depleted uranium and other toxins. The total impact of the actions of the kuffar must be known and spread.
* There are obviously different levels of killing the sympathy factor that should target different groups of people. The Muslim who still has a Barack Obama sticker on his/her backpack is not the target audience for a video of kuffar being mowed down by mujahideen.

Emphasize unpopular actions of the kuffar:

* Whenever a kafir does something wrong, then it should be emphasized. This ranges from silly statements that make them sound stupid (Bush had a lot more of these) to intentionally bombing civilians, these things need to be emphasized.
* Use only embarrassing photos of the kuffar when you can. How much different is it when the kuffar show the image of Khalid Shaykh Muhammad with no beard and disheveled than it is when they show him at peace with his long beard and nice clothing?
* Always label their "aid" as simply tools of imperialism. Point out how they drop bombs on a town and pass out free lunches to the survivors whose families they butchered the previous day. Show how it is American farmers who benefit the most. Show how most countries are actually harmed by American development aid in the long term.
* Emphasize drone attacks and the use of mercenaries.
* Show the kuffar disrespecting Islam and the Muslims. Forexample there is a large group of idiots who write "kafir" on their uniforms and weapons. This should be spread and explained.

Emphasize actions of the mujahideen which nobody disagrees with:

* Show images of them handing out zakat and publish articles about it. Show them taking people to hospitals and defending their families. Show the building of houses and schools. Mention how the mujahideen really are not against girls schools and how they actively work toward them.
* Use images which are the best looking. We should not use images which are awkward for the mujahideen.
* Mention areas in which the mujahideen were successful before the invasions, but which are problems now. For example, the poppy fields were almost non-existent in 2001. Now Afghanistan is destroying numerous countries with opium.

This is nowhere near complete and in sha'a Allah this is just a starting point. Many of these things are policies of the kuffar which we are not implementing or we are not implementing intentionally. All of these are things which anyone can do. We outnumber counter terrorism officials by millions, so as long as we evolve our methods and finetune them, then, in sha'a Allah, we will always outdo them. A Ph.D. does not make up for a righteous cause and a dedicated base. Those are our two advantages. We should use them. Allah is on our side so long as we are striving in His Path.

Counter Counter Terrorism #2 Using the Enemy Against Himself

It should be noted that what is being mentioned in these articles must be taken to heart by a large group of people. The policies which are more important for individuals with greater influence to partake in will not be made public. As with every article on here, you actually have to do something. We are not spending our time putting things together for your entertainment. This is about pleasing Allah first and then winning this war. If you want it to be written about you that you knew these things were going on and that was the extent of your aid to the Muslims, then you have a lot to fear. These are calls to action on your part. We know that you like to read these things so that you can see others are doing it, but you are the key not us. Who would Shaykh Usama be without the nameless mujahideen who operate under him? We are not even close to his level, so it is even more important that the general masses partake in these activities.

Plant and ferment the seeds of disunity between enemies:

Diplomatic rifts between various nations should be exploited and fed. For example, when Israel does something against American interests, then it should be published and the fact that it is against American interests should be emphasized.
The disunity of political parties should be encouraged. You might not be able to have a tremendous effect on this, but any kind of disunity should be emphasized. Try to drive politicians who support wars into fringe elements. When people begin to think along political lines rather than cost-benefit lines, then they make bad decisions. While this may lead to some bad things, it ultimately leads to the destruction of an oppressive entity.
It does not matter who you are dividing if they are an aggressive enemy of Islam. Polarization leads to bad decisions. The kuffar need their own Madkhalees to destroy their da’wa. Before Madkhalism the da’wa to Salafiyyah was strong in the West and now it is almost dead and is completely disorganized. Al-hamdulillah the da’wa is still strong, but it is not a movement with identifiable leaders like it was in the 90s and before that.

Publish and comment on Counter Terrorism papers:

Simply by publishing and mentioning things that Counter Terrorism officials say is some of the best propaganda there is. In fact, this might be the single most effective tool in waking up the sleeping Muslims other than the Qur’an and the Sunnah. The lecture “Battle of the Hearts and Minds” by Anwar al-Awlaki is probably the single greatest “radicalizing” piece in the English language maa sha’a Allah. If you want to know where to start, just Google the papers mentioned in his lecture and publish little blurbs from them on every kind of Islamic website.
Do not mention places where they are correct unless it is something like, “We should pull out of Afghanistan, because it is a lost cause and so long as we are there, they will attack us.”
Do not try to refute places where they cause damage unless you are able to do so in a manner that reaches a very large Muslim audience. This allows them to know what works and what does not work. However, sometimes it is beneficial to refute a concept if it can be done in a way that influences Muslims positively, but does not change anything in the eyes of the kuffar.
You can use the above concept to make them think some bad ideas that they have are working. If you mention them by name many of them will bite on it like a starving dog bites on a raw steak. Many of these people promote themselves tirelessly and will immediately mention something with their name in it on their websites or in their lectures.

Counter Counter Terrorism #3 - The Clear Enemy

Bismillah ir-Rahmaan ir-Raheem, al-hamdulillahi Rabb il-'Alameen, wa salaatu wa salaamu 'alaa Rasoolillah, wa ash-haadu an laa ilaaha ill Allah, wa ash-haadu anna Muhammadan 'abduhu wa rasooluh,

Amma ba'd,

One of the most important aspects of furthering the jihad movement is identifying the enemies of the movement. Some enemies are somewhat veiled, but others are clear. There are also, some enemies within the veiled category that can be turned into clear enemies by demonstrating their association with the enemies which are clear.

DEFINITIONS

The Clear Enemy - A clear enemy is one whose statements and actions are positive propaganda in and of themselves with the general masses.

The Veiled Enemy - A veiled enemy is one whose statements and actions are not necessarily positive propaganda.

The Poorly Veiled Enemy - A poorly veiled enemy is one who is easily converted into a clear enemy, but which requires some explanation in order to turn this page.

EXAMPLES

There are many examples of each category, but some of them are important to identify and then to explore how to exploit. Even some of the clear enemies can be harmful to the movement if we do not deal with them correctly.

America, U.K., AMISOM, NATO, Canada, Russia, China, Israel, the Afghan Puppet Government, the Iraqi Puppet Government, the Yemeni Puppet Government, the Pakistani Puppet Government, India, and other European countries

Clear Enemies
The killing of civilians should be spread as much as is possible.
Anytime these groups are able to be tied to changing Islam it should be mentioned.
All forms of oppression by these groups should be mentioned.
The words "puppet," "brutal," "oppressive," "kafir," "corrupt," "apostate," "Western," and "crusader," should all be put in fron of the word "regime" when referring to these Anytime these countries disagree or argue it should be spread.
Any failures that these countries have should also be spread.

Other Puppet Regimes

Clear Enemies (excluding Saudi Arabia which is a Poorly Veiled Enemy)
Any displays of kufr should be highlighted.
Attention should not just be payed to Saudi Arabia, but also to the areas that are more obvious.
Crackdowns on Islamist movements should be highlighted.
All forms of sin and oppression should be made clear and visible.
Whenever they kill civilians it should be published.
Community efforts of Islamist organizations in these areas should be published. It needs to be clear that supporting Islam brings about positive social change, and opposing it brings about oppression.
Torture and imprisonment of the mujahideen, scholars, and du'aat should be exposed.
Government scholars should be exposed and the scholars of haqq should be promoted.

Government Scholars

Clear Enemies
The "government scholars" being referred to here are the ones who are clearly just issuing fataawa on behalf of a government and it is not referring to every scholar who supports a government. These are not "Clear Enemies."
Their fataawa should be exposed.
Their ties to the governments should be made highly visible.
Whenever they issue a fatwa supporting the forces of kufr against the Muslims, then it should be brought to light.
Issues of taking money for fataawa should be discussed.

Misguided Scholars

Veiled Enemies
First let me clarify that I am not saying they are our enemies, but that they do make efforts to hurt the jihad movement.
Their deviations should be pointed out when they are detrimental to jihad.
Their inconsistencies should also be brought to light.
We should not make takfir of them unless they do something which is clear kufr and the conditions for takfir are met.
If their opposition to the mujahideen is well known, then whenever they issue a fatwa in support of them it should be highlighted.
Any time counter terrorism officials mention them positively, then it should be mentioned.

Counter Terrorism Officials

Clear Enemies
Anytime they say anything against a group of mujahideen it should be mentioned.
Anytime they mention changing Islam it should be mentioned.
Anytime they mention promoting certain scholars it should be mentioned, unless that scholar is well known to be a scholar of the haqq. In this case they are either confused or they are trying to cause divisions, so it should be left alone.
Whoever they mention positively immediately loses credibility, and whoever they mention negatively gains credibility.
Usually these people are significantly behind on trends such as the NEFA Foundation if you have ever read their works. However, we can play off of their theories in order to increase the influence and capabilities of certain individuals and groups. Scholars and du'at who may have faded from the spotlight can be brought back into it by playing off of CT theories.

Moderate Islamic Organizations

Clear Enemies and Poorly Veiled Enemies
Depending on the organization it might be a clear enemy, such as an organization like Muslims for Secular Democracy, or it might be a poorly veiled enemy such as CAIR.
These organizations should be exposed as completely ignorant of Islamic rulings.
Their betrayal of Muslims with their fataawa and statements in support of kafir soldiers when they kill Muslims.
Their love of the kuffar and their hatred of the Muslims should be displayed.
If that is not apparent, then their hatred of the mujahideen should be highlighted.
When an organization is upon clear kufr, then it should be made apparent.
When an organization is run by fasiqeen, then it should also be brought to light.
Their ties to politicians who hate Islam and kill Muslims should be shown.
Their abandoning of the Sunnah should be mentioned.

Salafis Who Abandon Jihad

Veiled Enemies
There are two types of Salafis who abandon jihad. There are the Neo-Salafis such as Abu Khadija, and there are the American Salafis that are found predominantly in the Al-Maghrib Institute.
The Neo-Salafis should be ignored and go unmentioned, because refuting them is not as beneficial as simply ignoring them. They are increasingly viewed as a sect by the general Muslim population, and simply teaching a concept will reach far more people than a refutation of some misguided notion.
The American Salafis should be called out on their platforms.
When they condemn the mujahideen it should be exposed.
When they condemn the kuffar, then they should be called out on condemning the mujahideen, so that the Muslims do not get confused about their beliefs.
When they issue statements condemning jihad, then they should be challenged to produce proofs for abandoning jihad. They will not be able to do this, so it is a good point to make.
We should start calling them "American Salafis," because their methodology seems to only exist in the United States and Canada.
We should avoid generalizing the entire Al-Maghrib organization or similar groups until all of their leaders have clarified their stances. For example, Muslim Matters can be generalized, because it is clear what its writers are upon. However, not all of Al-Maghrib's instructors have made it clear what they are upon, and their is evidence from older lectures that maybe some of them are in disagreement, wa Allahu 'alam.

Nationalist Fighters

Poorly Veiled Enemies
These groups are only able to be turned into clear enemies after they have abandoned jihad or they have attacked the true mujahideen.
If they attack the mujahideen, then they should be condemned loudly.
If they engage in "peace talks," then they should be spoken against.
They should not be treated as enemies based only on suspicion, but when something clear comes up.
If one is suspicious about a group, because it seems to have nationalistic goals, then their successes should not be tied to them publicly.
Their victories over the kuffar should be mentioned, but one should avoid giving too much credit to these groups.
The mujahideen's lack of need for these groups and superior capabilities should be emphasized wherever it exists (for example in Afghanistan).
It should be prominently displayed when their fighters leave for the true mujahideen.

"Rehabilitated" Mujahideen

Clear Enemies
It should be mentioned that intention is key when fighting jihad and that it is not surprising that some people fell off of the straight path.
Their gross shift should be mentioned and they should be discredited.
Discussion of folding under pressure of torture should occur.
Also, it should be mentioned how they have sold the akhira for this life.
Their ties to whatever government "rehabilitated" them should be brought to light and Even though it burns our hearts to see these people, their words really do benefit the movement and only tie the kuffar and the munafiqeen to a war on Islam in which they seek to change this religion.

In sha'a Allah when I am done with these articles I will turn it into a book with edits and reorganization for the sake of Allah, bi'idhnillah.

Counter Counter Terrorism #4 - Misguided Salafis

Bismillah ir-Rahmaan ir-Raheem, al-hamdulillahi Rabb il-’Alameen, wa salaatu wa salaamu ‘alaa Rasoolillah, wa ash-haadu an laa ilaaha ill Allah, wa ash-haadu anna Muhammadan ‘abduhu wa rasooluh,

Amma b’ad,

There are essentially two camps of Muslims who are misguided in the issue of jihad. There are the misguided Salafis and the misguided Traditionalists (ones who follow madhaabs blindly). Each group has different approach in bringing them around, but each group is equally susceptible to change.

People often think of jihad as being only fought by Salafiyyah Jihadiyyah, but this is not the case. For example, in Afghanistan and Pakistan the majority of the Mujahideen are strict followers of the Hanafi madhab. I do not want to exclude these brothers and sisters from Salafiyyah, because they are following their madhab in the manner which is consistent with the Salafi minhaj. However, with regard to the methods that must be used to bring them around, this group requires a different set of propaganda than those who identify predominantly with the Salafi minhaj.

In sha’a Allah I will begin with an explanation of how to bring around the claimants to Salafiyyah first.

Salafis:

The Salafis who abandon and neglect jihad can be divided into three different groups:

Madkhalees (Neo-Salafis): These are the claimants to Salafiyyah who reject jihad due to a lack of support from people whom they claim to be scholars.

American Salafis: This is a group which looks down on jihad, because they see it as affecting them personally or they see it as negative in the da’wah. They are not necessarily only in America, but that is where they are the most prevalent. Also, this is not labeling every Salafi who is American as an American Salafi.

Psuedo Jihadis: This is a group that on the surface claims to support jihad and the mujahideen, but when one digs deeper they find that they either believe in some strange conspiracy theory or they abandon jihad due to some disagreements in issues of ijtihad.

Each one of these groups should be dealt with in its own way, but there are some methods that should move them all away from their falsehood. Some of the methods which are general are as follows:

1. Publishing works of scholars who are long dead which cover the fiqh of jihad.
2. Promoting the understanding of At-Ta’if ul-Mansoorah (the Victorious Group), and demonstrating how the ahadeeth say that jihad will never end and that it will remain good until the day of judgment.
3. Spreading the works of current scholars who support jihad in the Path of Allah, and emphasizing the fact that they are scholars.
4. Showing how scholars whom the other people trust have all issued fataawah which support the actions of the mujahideen. Everyone in these groups except the conspiracy theorists take from Ibn al-’Uthaymeen, Bin B’az, Al-Albaanee, etc. Promoting their fataawah makes it clear to the innovators and the fasiqeen that these matters are at the very least matters of ijtihad.
5. Discussing when jihad is an individual obligation and a communal obligation. Also, mention that it is not for a scholar who is not participating in jihad to make this declaration. It does not matter how much you know about Islam when you are deciding if you need more men. The amir of the jihad is the one who gets to say if they need more men or not.

Madkhalees: This group should not be directly refuted. Rather it should be shown how the scholars of the Salaf viewed jihad. Also, narrations such as the narration of Salamah bin Nufail in the Prophet, salaa Allahu ‘alayhi wa salam, says that jihad will never cease to be good should be spread.

The opinions of the Madkhalees on jihad are too diverse to spend one’s time refuting. Rather, we should simply teach what is correct and if one is confronted or they notice an individual who seems inclined toward the Straight Path, then the issues should be addressed as they come up.

An example of teaching what is correct without refuting would be to post an article on the fiqh of jihad without a ruler. You can do this without it being confrontational, but its target audience is obvious. The Madkhalees tend not to follow the Salaf in this issue, and one can say something like, “Today some scholars issue fataawah claiming we need a ruler, but this is something which was not present in the early generations.”

Demonstrating how their scholars are supported by counter terrorism “experts” goes a long way to discrediting them. I have even seen where a Madkhalee was arguing with a CT expert that Shaykh Anwar al-’Awlaki was “off the minhaj.” Not every Madkhalee seeks the pleasure of CT experts, but the ones who do should be exposed. Anytime a CT official says “we like so-and-so,” then this should be mentioned. Sometimes CT people get things wrong and they might promote a good shaykh, so one should be careful in these matters. This is the same way that Fox News tried to portray Yasir Qadhi as the next Anwar al-’Awlaki. The analyst might see one thing they are looking for and then make an entire article based of this.

American Salafis: This group is honestly just filled with cowards and the lovers of the kuffar. They do not bother backing things up with evidence for the most part, so one can just do what was mentioned above and then call them out on their cowardice. It is truly disgusting that someone would complain about da’wah being harder for them, or going to the airport taking a longer time, when they are letting their brothers and sisters die by the thousands.

This group is simple to refute and the Madkhalees have largely already pointed out ‘Aqeedah issues with the vast majority of this group.

The American Salafis should be directly confronted and refuted, because they rely on their emotions. An emotional argument can be broken down by a stronger emotional argument (i.e. our brothers and sisters are dying and you are doing nothing), or a logical argument using the Qur’an and Sunnah. Different people respond differently to various arguments, but a combination of both should be used depending on the situation.

Pseudo Jihadis: This is a group which appears to be upon the path to jihad, but which will never act upon what they know until some issues are clarified for them. In addition to what was listed above, this group should be fed videos from the mujahideen. It would not be surprising to find out that nobody has traveled from the West for jihad until they had witnessed a kafir being killed in a video. There is quite simply something strange about seeing someone die that forces one into reality. Such videos (in addition to all kinds of haraam things, so be careful) can be found on http://www.liveleak.com/.

Conspiracy theorists should simply be marginalized, because what they believe is quite simply stupid and there is no better word for it in the English language. If Shaykh Usama told them in person that he orchestrated the Manhattan Raid on September 11th, 2001, then they still would not believe it. These people think the kuffar are all-powerful and this is disgusting. Furthermore, they indirectly make takfir of the mujahideen by claiming they are Israeli agents.

These people do not deserve your time, and in sha’a Allah, when they realize that what they believe is stupid then they will stop believing it. However, if you give them a platform, then they will only be increased in their stupidity. Furthermore, saying that this stuff is stupid is part of marginalizing them.

Conclusion: Basically Madkhalees should be ignored, American Salafis should be confronted, and Pseudo Jihadis should be shown things to tip them over the edge, or they should be marginalized depending on where they stand on things. All of them stand to benefit from being shown what is authentic from the sayings of scholars, the Sunnah, and the words of Allah ‘azzaa wa jall.

Counter Counter Terrorism #5 - Physical Resistance

Bismillah,

The following is developed for our brothers and sisters in resistance movements who are living in police states where suspicious activity is monitored heavily. It is not the nucleus of a short-term coup, but it is a structure designed to be a catalyst for long-term dramatic results. It might not resemble previous posts in this series, but a large part of counter terrorism deals with countering physical methods rather than simply propaganda.

Without the physical aspect of a revolutionary movement, there is no revolutionary movement. Revolution breathes through the muzzle of a rifle. Our tongues and our pens are merely cartographers helping the movement to reach its destination.

Prerequisites of a Physical Revolution:

1. A commander with a fiercely loyal advisory committee
2. Individual soldiers to grant the movement power
3. A clearly defined strategy which is pragmatic and aimed at achieving results

Requirements for Maintaining the Organization:

1. Reliable funding
2. Secure meeting areas as well as hiding places that can be maintained for a long time
3. Means of communication
4. Means of transportation
5. Intelligence gathering capabilities
6. Arms and ammunition
7. Methods of moving money and supplies around

Missions that Must Be Conducted By The Organization:

1. Intelligence must be gathered regarding key members of the oppressive regime, military capabilities, sympathies to the revolution from within the administration, and the intelligence agents of the oppressive regime.
2. Interrogation of the enemy to take their arms, learn about their plans, identify any moles, and to learn strengths and weaknesses of their organization and their members.
3. Identifying members whose abilities should be neutralized whether physically or strategically.
4. Inciting the public to take action against the regime. Spread negative propaganda of the regime, its policies, and its key members by utilizing conversations, pamphlets, websites and other forms of media.
5. Eliminate targets of economic, diplomatic, and emotional benefit to the enemy. Make its allies and partners distrust and dislike to deal with it.

Requirements of the Members of the Organization:

1. Every single member must be Muslim with no exceptions and no leniency toward groups which are kuffar, but claim to be Muslim such as the extreme Shi’a and Sufis.
2. Every single member must be dedicated to the ideological struggle of the group, and cannot have disagreements on issues that could cause them to change their minds. Some of these issues are martyrdom operations, the kufr of the one who rules by other than what Allah has revealed, and important issues in ‘Aqeedah. This is not necessary in a movement that has control of large areas already like the Taliban
3. Members must be physically, mentally, spiritually, and emotionally mature. They cannot be prone to switching their views or breaking under pressure.
4. The person has to be willing to die for the cause. Members should be tested at some point in this by proposing they carry out a martyrdom operation in which they will almost certainly die. Based on their perceived reaction they should either be given a higher degree of trust or they should be relegated to menial roles and never be allowed to advance unless they demonstrate a severe change in attitude. Such a person is likely to flip.
5. The members must be disciplined and someone who demonstrates a lack of willingness to go along with plans as they are laid out should receive the same treatment as the one who is not willing to sacrifice.
6. Members who cannot keep secrets should be put into jobs where they do not have access to even knowing who their commanders are. They should be told to raise money by working regular jobs or running fake charities and only soldiers who are not in charge of anybody at all should be sent to them in order to collect the money. These people should be given false ideas about how important what they are doing is so that they do not feel compelled to ask why they are not given other roles.
7. Members must be free of severe debilitating illness. This is not to offend them, but such people are better suited to other things typically. This is concerning the physical aspect.
8. Members must be patient and stoic in nature. They should not fold under pressure, and they should be calm people who are not likely to suddenly change their opinions based on a dispute. He must be someone who is able to tolerate killing and the loss of his friends. He should not change his views or actions based on imprisonment, torture, or a disagreement with the orders he receives. If his brother turns out to be a spy, then he should not wince if he is ordered to kill him.
9. The person must be intelligent. There is no point in seeking after members with difficulty in comprehending complex matters until the movement gains enough traction to operate in the open.
10. Members must be cautious and they should not recklessly engage in dialogue with their enemies and other such things. They should not be arrogant people who think their enemies are not equally or more intelligent than they are. When they engage their enemies for manipulation they should already have figured out how to eliminate all possibility of a negative outcome.
11. Members must be truthful. Members who tell half-truths when they are found to have done something wrong or who have failed in something should be relegated to menial tasks.
12. Members should be able to utilize observation techniques. They should also be able to identify methods of concealment and infiltration that can get past enemy securities.
13. Members must become skilled in concealment, identity creation and theft, and in assuming new identities.
14. Members used in infiltrating the enemy’s organizations should either be recruited from their ranks or unidentified members of the revolution should be assigned to infiltrate the organization from the bottom up. Other opportunities may present themselves such as in the situation with Abu Dujaanah al-Khurasaani, raheemahullah.
15. Members should not be promoted until they have been in the organization for long periods of time and they have done things which no spy would be willing to do. For sensitive positions fake martyrdom operations should actually be conducted in which the recruit thinks he will be dying, but fake explosives are used in the operation. Methods should be used in order to make sure the soldier does not panic when he does not detonate, and the soldier should never know that he had a fake mission. Rather he should just think he was on a failed mission.

Currently there are many areas which have incredible potential to move the people that are remaining virtually untapped. This piece will attempt to outline some of these methods which are going unused.

Twitter:

Twitter is an incredibly easy way to get information out. Imagine a jihadi forum that e-mails you every time a new video is released. You do not even have to actually use Twitter. You just link a website to your account and it releases the media for you. This would go miles and miles toward influencing the youth who do not know about the jihadi forums or who are not recruited into the forums, but are aware of them.

This is probably the absolute best tool to moving the people on forums like Islamic Awakening, 7cgen, Ummah, and others to a new level of understanding. Nobody whose maximum exposure to jihad related media is what is available on these forums will ever do anything.

We need to utilize this tool to make it so a search about “Jihad” or “Mujahideen” on Twitter does not turn up 20 kuffar who copied and pasted something from CNN. Twitter needs to be the new Youtube, and indeed it can go a long way toward a further dominance on youtube.

Currently there are only a few pioneers posting jihadi material on twitter. Twitter is more suited to supporting the jihad movement than facebook or other similar platforms. People use Twitter for news. People use facebook for showing people how many friends they have.

Facebook:

Facebook will ban people from time to time (hence our facebook pages are no longer active), but this is a way of reaching large numbers of people while the Muslims still discover Twitter. In my opinion facebook should be largely used in order to promote Twitter profiles. For a while we should create groups and pages that update a thousand or so people at once, but eventually messages should say, “Follow us on Twitter here: xxxx.”

Paltalk:

Currently we dominate Paltalk, but the right people do not use it. We need to get the Shuyookh who support jihad to give classes. For the next 10-15 years getting the Shuyookh to use social-media tools is going to come at the pressure of those who are younger. They are simply a different generation from us, and they need to be prodded into it.

Additionally, if we flood Paltalk with groups that the kuffar feel compelled to monitor, then they are going to have a harder time figuring out which rooms to listen to. The biggest dilemma of CT agents is figuring out who matters and who does not. Simply increasing the quantity of people to look at makes this job harder for them.

Furthermore, the more English rooms there are the better. When the kuffar fear domestic attacks, then this will cause them to question their foreign policy. The more material which does not reach the level of “illegal,” but comes close to it, the more materials will have to be shifted back home. Also, this will force the kuffar to rethink counter terrorism.

Our movement is one which grows everyday. Our abilities and our motivation to act is beyond their ability to limit us.

Conclusion:

The most important site to figure out is Twitter. This will allow us to mass e-mail or “tweet” potentially hundreds of thousands of people in the by the end of the decade. Twitter is the future of social-media and we need to utilize it now in sha’a Allah.

Facebook is useful in the same way as Twitter, but it is more time consuming and needs to be abandoned eventually. However, they will likely come up with something to compete with Twitter, so we should keep our eyes open.

Paltalk connects the youth with the Shuyookh. Nobody acts until they have seen that scholars and people of knowledge do actually agree with jihad. This connection needs to be utilized and utilized en masse.

Communication is the most important aspect of a revolution or military endeavor of another nature. If there is no communication, then there is no movement whatsoever. Utilizing the proper methods for this is extremely important.

Means Of Communication

Communication which is not within the country is international communication other communication is local communication.

Secret Communication Is Limited To The Following Three Types:

Common Communication: This is communication that takes place when there is no need to think the kuffar are monitoring the communication. No communication should take place without reasonably inspecting the situation.

Stand-by Communication: This is the communication that takes place when one member cannot be reached right away for some reason.

Alarm Communication: This is the emergency communication which takes place when the kuffar have discovered either some members or an activity. The activity must be stopped immediately and only resumed after things have cooled down. This communication is used to halt activity and order people into hiding etc.

Communication Between Members:

1. Sensitive communications should be done under good cover. They should be quick and to the point.

2. Prior to contacting or meeting the amir of a cell should contact each member separately through some agreed upon means. The entire group should never meet together at once. Not all of the members of a cell should be able to communicate with each other directly. Something similar applies to the Organization Amir with his commanders. If it is possible not every lower member should even know the others exist.

3. Lower members do not determine their methods of communication with each other and with their amirs. Only the amir of a cell, a division, or the entire organization determines methods of communication for the lower ones.

Telephones

Telephones are inherently insecure unless one buys a satellite phone from a reliable source. If it is bought from intelligence officials it can auto-record conversations.

1. Communication should be conducted in public places like phone-booths.

2. Conversation should be coded to make it hard to detect or it should be too general for one to make assumptions.

3. Examine the entire set up to see if the booth is being monitored. Examine the wire.

4. Telephone numbers should be memorized not recorded. If you have to write it down then do it in code that cannot be realized as code such as a shopping list with numbers.

5. There should always be idle chatter at the beginning before going into the intended subject. The dialer may dial the wrong number and the receiver might claim to be the intended contact.

6. If undercover work is being discussed, then the voices should be masked.

7. If the line is discovered, then every member should be notified. The soldier should notify the Amir as soon as possible, because he knows who has access to it.

8. A line which is known to be tapped should be used to feed the enemy false information. The Amir is in charge of this. Abu Dujanah Al-Khurasaani used to send the kuffar to fight in one place when the mujahideen would be going to another place raheemahullah.

9. Jamming devices should be used right away if they are obtained.

In sha'a Allah I am going to turn this all into an e-book, and in there I will have some tutorials etc. The things which are related to a military organization only apply if you are in one or are starting one. Try starting a youtube account and then picking one of the suggestions and making a movie along those lines. For example, you could read a counter terrorism paper and then expose how they promote Sufism or something like that in a video.

After having experimented briefly with creating division among the individual personalities in the counter terrorism movement, I have come to the conclusion that this is not a practical avenue to explore. However, I have noticed that there are many polarizing figures and ideas in the movement that can be exploited to create divisions.

My initial experiments pitted expert A against expert B, but this is not practical. However, by identifying areas of difference or strange theories we can exploit them and divide the movement in sha'a Allah.

Another thing I have learned is that you should not dialogue with these people unless you are going to feed them outright lies to mislead them. This is a permissible lie, because it is misleading the enemy. Simply put, they are better at analyzing us than we are at analyzing them. They do it full time, but we spend a large amount of our time learning other things and only spend a little time of CT officials.

I do not think the average person can dialogue with them enough to significantly gain their trust and mislead them without making a fool out of his or herself. Overtime we will likely grow in our capabilities to deal with and mislead counter terrorism officials, but as things stand this has not been one of our areas of focus. As far as I know, this is the first work in English dealing with this subject which goes to show how far behind we are. Our movement relies on a powerful message, so we often ignore our true potential in favor of doing what is easy.
Due to the fact that essentially no work has been done in this field, I cannot offer too many general rules. However, I will attempt to show how one can exploit some of the opinions of three leading CT experts: Jarret Brachman, Evan Kohlmann, and J.M. Berger.

Before I get into this, it is important to discuss the role of the right wing blogger in defeating counter terrorism. Right wing blogs are typically overzealous attempts by average people to become counter terrorism officials. However, they are about half as intelligent or less than your typical CT expert, so they get in the way of counter terrorism operations. I will not explain how they get in the way, because it is rather convenient to have them keep on doing it. However, if one wishes to research it, then they will see how CT experts do not like the right wing bloggers.

Right wing bloggers, in their overzealous moronic rants often criticize CT officials whom they think have messed up. This can be capitalized on, because sometimes what these loons say actually makes it into newspapers and articles from respected institutions. There are many ways to exploit these people and one should just try to be creative with it.

Now I will begin my analysis on how to exploit the three people mentioned above.

Jarret Brachman

Jarret Brachman is viewed in very high regard by others in his field. However, from what I have seen he can be exploited in three different areas:

Jihobbyism:

Often other CT officials express concern over the term "Jihobbyist" which was coined by Brachman. It refers to people who post things on the internet, but who have not done anything concrete as far as action is concerned. For example, I would certainly have this phrase directed at me by Brachman and his associates.

Many people in the CT field are worried that this term causes people to underestimate the threat of domestic attacks. References to this word in postings when a domestic attack does occur could cause people to blame Jarret Brachman for any shortfalls in attention being payed to domestic threats. It does not matter if Brachman has clarified his stance toward "Jihobbyism," because the damage has been done already and it is clear who popularized this term.

We should use this term in our public postings for two reasons:

It draws a clear distinction between real mujahideen and people like me, which creates a feeling of inadequacy, and feelings of inadequacy drive people to eliminate that feeling through actions.
It turns any blogger who does anything remotely close to action into a failure by Brachman, and even if people are reading this post right now, then they will not be able to stop their feelings of Brachman's failure in this matter from coming to light. Even if Brachman's opinions have a positive result for the CT movement, it will be destroyed by the emphasis on this word by members of the jihadi community.

The LIFG

Brachman is currently working on a bunch of stuff about the LIFG, which is not related to the greater jihadi movement. This is sort of how CNN tried to promote the fatwa of Tahir ul-Qadri when he has no influence on the jihadi movement.

We will have to wait until he publishes some things before we see exactly how to attack it, but by pretending that there is a group of CT officials who are obsessed with the LIFG we could likely convince someone to produce a paper refuting this LIFG-CT group after a couple of years. This would help divide the movement into camps.

Abu Yahya Al-Libi

Brachman has an unusual obsession with Abu Yahya Al-Libi, hafidhuhullah, and this can be exploited as a fringe opinion which could eventually divide the CT field into two camps. One camp thinking he is the next Shaykh Usama, and the other thinking he is insignificant. If this was to occur, then Al-Qa'ida would likely begin releasing videos which clearly played him up to be a major leader, and then keep him out of the spotlight for a while. This would divide CT officials, because there would be two sets of evidence which contradict each other. Naturally the movement would fall into two camps overtime.

Evan Kohlmann

Evan Kohlmann has few academic credentials and his depth of analysis is pretty bad lately, but this does not seem to work as a point of division with CT officials.

However, he is very liberal and he is an "expert" on MSNBC which Republicans and other right wingers hate with a passion. His politics are very much in disagreement with conservatives when it comes to terrorism, and this can be found easily on his websites. This can be exploited to label him as an wingnut in the movement.

Right wing bloggers will naturally catch on to how liberal his opinions are and they will turn him into a pariah in sha'a Allah. We should help them speed up this process.

J.M. Berger

There is an article by Berger which can be exploited to divide the kuffar into pro-Napolitano and anti-Napolitano camps. Napolitano is an idiot like Berger suggests, so there is a lot of room to exploit this issue. People like Evan Kohlmann could likely be lured into a pro-Napolitano camp whereas more conservative and more practical CT officials could be lured into an anti-Napolitano camp.

I don't like to get into politics on this site, but Homeland Security Secretary Janet Napolitano appeared on CNN's "The Situation Room" this evening and blew my mind. Host Suzanne Malveauz asked a direct and fairly simple question: How did she prioritize the threat of domestic extremism vs. Al Qaeda extremism vs. Other?

MALVEAUX: What is the biggest threat now facing Americans?

Is it from a domestic attack, is it from local groups or is it from foreign groups like Al Qaeda?

NAPOLITANO: You know, I don't have the luxury of ranking those things.

Remember the outrage after the underwear bombing incident, when she claimed "the system worked"? This statement makes that one look brilliant. I was willing to hold my tongue last time, hoping it was a gaffe rather than an indicator of incompetence. But if DHS can't prioritize terrorist threats, then we're in big trouble.

Obviously, someone in the federal government is deciding how to allocate resources for homeland security, and that person had better be making that decision based on the priority of the threat. But that person is supposed to be the Secretary of the Department of Homeland Security.

Answering "What is the biggest threat?" is the JOB DESCRIPTION of the DHS chief. Anyone who can't mount a sensible response should not be filling one of the most important jobs in this country.

Napolitano has got to go.

Here's the rest of the exchange. Note that Malveaux can't quite believe the answer either, although she was too polite. Regular host Wolf Blitzer would have been better in this "situation."

NAPOLITANO (continued): We have to lean forward and be prepared for both, that it could be an international terrorist or a domestic terrorist. It could be someone who is a -- a U.S. citizen who now has been trained in an international camp and come back.

All of those things are phenomenon that are currently happening in the United States. All of them are things that, you know, we are constantly working, as I said, to -- to minimize the risk that they could actually go from those kind of extremist and violent extremist beliefs into violent action.

MALVEAUX: But certainly, Madam Secretary, there's a way of measuring which -- which organization, which group, which individual is -- is most prepared and perhaps the most potentially threatening to the United States?

NAPOLITANO: Well, I -- I'm not sure. I think that's a -- you know, I think that's a question the media might ask.

I'm not sure that's quite the way that law enforcement would respond. Because if we are attacked internationally, it doesn't give any comfort if I say, yes, well, internationally, it was ranked number two or -- or the reverse.

Conclusion

All of these are just proposed areas of exploitation and one should not expect to see the fruits of their efforts for a very long time. One issue is not going to divide the kuffar too much, but an abundance of divisive issues could cause major problems. We should strive to see Democrat CT experts and Republican CT experts in sha'a Allah. Every division is good in sha'a Allah, and the benefits of division were explained earlier.

Additionally these might not all work. We should be creative and try a large number of issues. Try to keep in mind that CT officials read whatever we say publicly, so try to have some of your articles and comments directed at them, but in a subtle way.

Meetings In Person
This is a direct meeting between a soldier and a commander.
During the meeting information is exchanged, orders and instructions are given, financing is take care of, and member follow ups are conducted.
Stages of Meeting In Person:
There are three stages 1) Arranging the Meeting 2) The Actual Meeting 3) After the Meeting.
1.) Arranging the Meeting

Identifying the meeting location
- If the meeting location is stationary, then the following measures should be taken into consideration:
  - The location should be far from police stations, security facilities, and any location where the people are trained to be suspicious.
  - The location should be easy to get to and leave.
  - All details of the location should be discovered before the meeting.
  - If the location is an apartment or a hotel room, then it should be in the middle of the building instead of in the front.
  - There should be many roads for escape.
  - The location should not be under suspicion such as an empty house in a poor neighborhood that could be under suspicion of being a drug facility.
  - Meetings should be on the ground floor to make escape easy.
  - There should be an ability to detect any surveillance from that region.
  - One should exit public transportation at a good distance from the destination. If private transport is used, then the vehicle should be parked far away or in a secure location for ease of escape.
- For non-stationary meeting locations the following should be considered:
  - The meeting location should be at the intersection of a large number of main and side streets to facilitate entry, exit, and escape.
  - The meeting location (such as a coffee shop) should not have members that might be dealing with the security apparatus.
  - The meeting should not be held in a crowded place because that would allow the security personnel to hide and monitor those who meet.
  - It is imperative to agree on an alternative location for the meeting in case meeting in the first is unfeasible. That holds whether the meeting place is stationary or not.
- Those who meet in person should consider the following:
  - The security situation of the location should be verified before meeting
  - Vigilance should be paid to security personnel who are either following one on the way or who are monitoring the location.
  - One should not drive directly to the location.
  - Private documents which are being carried should have appropriate covers.
  - Prior to the meeting, designing a security plan that specifies what the security personnel would be told in case the location were raided by them, and what [thebrothers] would resort to in dealing with the securitypersonnel (fleeing,driving back,…)
Finding a proper cover for the meeting
- Cover should blend well with the nature of the location.
- In case they raid the place, the security personnel should believe the cover.
- The cover should not arouse the curiosity of those present.
- The cover should match the person’s appearance and his financial and educational background
- The cover should have documents that support it. Provide reasons for the two parties’ meeting (for example, one of the two parties should have proof that he is an architect. The other should have documents as proof that he is a land owner. The architect has produced a construction plan for the land)
Specifyingthe Meeting Date and Time
- Specifying the hour of the meeting as well as the date.
- Specifying the time of both parties’ arrival and the time of the first party’s departure.
- Specifying how long the meeting will last.
- Specifying an alternative date and time.
- Not allowing a long period of time between making the meeting arrangements and the meeting itself.
Designating special signals between those who meet
- If the two individuals meeting know one another’s shape and appearance, it is sufficient to use a single safety sign. In that case, the sitting and arriving individuals inform each other that there is no enemy surveillance. The sign may be keys, beads, a newspaper, or a scarf. The two parties would agree on moving it in a special way so as not to attract the attention of those present.
- In the event that the members do not know each other they should do the following:
  - The initial sign for becoming acquainted may be that both of them wear a certain type of clothing or carry a certain item. These signs should be appropriate for the place, easily identified, and meet the purpose. The initial sign for becoming acquainted does not fully identify one person by another. It does that at a rate of 30%.
  - Safety Signal: It is given by the individual sitting in.the meeting location to inform the second individual that the place is safe. The second person would reply through signals to inform the first that he is not being monitored. The signals are agreed upon previously and should not cause suspicion.
  - A second signal for getting acquainted is one in which the arriving person uses while sitting down. That signal may be a certain clause, a word, a sentence, or a gesture agreed upon previously, and should not cause suspicion for those who hear it or see it.

2.) The Actual Meeting

One should have caution during the meeting.
One should not act unnaturally during the meeting in order not to raise suspicion.
Voices should be neither loud nor soft.
Nothing should be written down regarding the meeting.
One should agree on a security plan in case the enemy raids the location.

3.) After the Meeting

Each member should depart separately.
One should use secondary roads.
Nothing which could indicate the identity of the ones meeting should be left at the site.

Meeting in-person has disadvantages, such as:

Allowing the enemy to capture those who are meeting.
Allowing them [the enemy] to take pictures of those who are meeting, record their conversation, and gather evidence against them.
Revealing the appearance of the commander to the other person. However, that may be avoided by taking the previously mentioned measures such as disguising himself well and changing his appearance (glasses, wig, etc.)

Counter Counter Terrorism #7c - Communication: The Messneger, Letters, And Wireless

The Messenger:

This is an intermediary between the sender and the receiver. The messenger should possess all characteristics mentioned in the first chapter regarding the Military Organization’smember. These are the security measures that a messenger should take:

Knowledge of the person to whom he will deliver the message.
Agreement on special signals, exact date, and specifictime.
Selecting a public street or place that does not raise suspicion.
Going through a secondary road that does not have
check points.
Using public transportation (train,bus,...) and disembarking before the main station. Likewise,embarking should not be done at the main station either, were there are a lot of security personnel and informants.
Complete knowledge of the location to which he is going.

Letters

This means (letters)may be used as a method of communication between members and the Organization provided that the following security measures are taken:

It is forbidden to write any secret information in the letter. If one must do so, the writing should be done in general terms.
The letter should not be mailed from a post office close to the sender's residence, but from a distant one.
The letter should not be sent directly to the receiver's address but to an inconspicuous location where there are many workers from your country. Afterward, the letter will be forwarded to the intended receiver. (This is regarding the overseas- bound letter).
The sender's name and address on the envelope should be fictitious. In case the letters and their contents are discovered, the security apparatus would not be able to determine his [the sender's] name and address.
The envelope should not be transparent so as to reveal the letter inside.
The enclosed pages should not be many, so as not to raise suspicion.
The receiver's address should be written clearly so that the letter would not be returned.
Paying the post office box fees should not be forgotten.

Facsimile and Wireless

Considering its modest capabilities and the pursuit by the security apparatus of its members and forces, the Islamic Military Organization cannot obtain theses devices. In case the Organization is able to obtain them, firm security measures should be taken to secure communication between the members in the country and the command outside. These measures are:

The duration of transmission should not exceed five minutes in order to prevent the enemy from pinpointing the device location.
The device should be placed in a location with highwireless frequency, such as close to a
TV station,embassies, and consulates in order to prevent the enemy from identifying its location.
The brother, using the wireless device to contact his command outside the country, should disguise his voice.
The time of communication should be carefully specified.
The frequency should be changed from time to time.
The device should be frequently moved from one location to another.
Do not reveal your location to the entity for which you report.
The conversation should be in general terms so as not to raise suspicion.

Transportation Means:

The members of the Organization may move from one location to another using one of the following means:

a. Public transportation, or b. Private transportation

Security Measures that Should be Observed in Public Transportation:

One should select public transportation that is not subject to frequent checking along the way, such as crowded trains or public buses.
Boarding should be done at a secondary station, as main stations undergo more careful surveillance. Likewise, embarkment should not be done at main stations.

Attention should be given to permits and [obeying] the traffic rules in order to avoid trouble and reveal their actual mission.
The vehicle should not be left in suspicious places (deserts,mountains, etc.). If it must be, then the work should be performed at suitable times when no one would keep close watch or follow it.
