Governor Jan Brewer just announced ....on behalf of the State of Arizona, she is suing the Federal Government. There are 5 counts....1/ failure to achieve operational control over the Mexico/Arizona border...2/ failure to protect Arizona from invasion...to enforce immigration laws...

Technically, as I read the Constitution, Arizona can use an army to repel an invasion or danger that the Fed is not effective to respond to.
Now that would get their attention.
Art I, Sec 9: "No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
