Establishing a Ready Reserve Corp

Please check out the provision for a Commissioned Corps and Ready Reserve Corps. in the healthcare bill. I don't know what it has to do with healthcare but it sounds an awful lot like Obama just got his own personal militia.

d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

This is why the CBO couldn't really estimate the cost of Obamacare -- all over the bill, it just says "funds as are necessary".

Each year, there will be requests from the executive branch for money to fund each provision, buried in the funds for the agencies. It will be hard to determine what part of the funds are going to the health care portion.

Interestingly, I don't know if they have put ANY funds into the current fiscal year for funding this bill.

You say it is time for "past time for true liberty loving Americans to form militas [sic]." But then you turn around and say they're not your "militas [sic]." Make up your mind--are the "militas [sic]" your idea are not? Take ownership of the idea, or repudiate it. If you want to repudiate it, I can give you a number of excellent reasons. If you want to take ownership of the idea and support it, I expect to read about you in the news very soon. Who will be the first targets of your militia (I cannot bear to repeat your spelling)? Pharmacists? Dietitians? Optometrists? Physical therapists? Veterinarians? Or will you go right for the top and assassinate the Surgeon General?

I've read about a lot of nutty terrorist and would-be terrorist types over the years. But declaring a jihad on the Public Health Service is a new one to me. Congratulations, I guess. But I gotta wonder what took you so long to declare jihad--the PHS Commissioned Corps is, by any reckoning, well over a hundred years old.

The "purpose" clause seems to have been descriptive, not normative; even the old law granted the Surgeon General authority to activate Reserve officers "at all times." The new form of the law protects the Ready Reserve Corps from misuse by explicitly enumerating the cases in which the RRC "shall" be subject to activation.

The new law mostly limits Ready Reserve Corps use to emergencies and training, but adds backfilling the active officers and being "available for service assignment in isolated, hardship, and medically underserved communities ... to improve access to health services." Kind of a bummer to get shipped off to an underserved community (Cicely, AK?), but one does incur certain obligations when one accepts an appointment to a federal service. Nevertheless, I would have liked to see temporal or geographic limits to active duty. Something like "180 days and 200 miles relocation, or 180 days + duration in event of war."
