SEC. 5209. ELIMINATION OF CAP ON COMMISSIONED 8
CORPS. 9
Section 202 of the Department of Health and Human 10
Services Appropriations Act, 1993 (Public Law 102–394) 11
is amended by striking ‘‘not to exceed 2,800’’. 12
SEC. 5210. ESTABLISHING A READY RESERVE CORPS. 13
Section 203 of the Public Health Service Act (42 14
U.S.C. 204) is amended to read as follows: 15
‘‘SEC. 203. COMMISSIONED CORPS AND READY RESERVE 16
CORPS. 17
‘‘(a) ESTABLISHMENT.— 18
‘‘(1) INGENERAL.—There shall be in the Service 19
a commissioned Regular Corps and a Ready Reserve 20
Corps for service in time of national emergency. 21
‘‘(2) REQUIREMENT.—All commissioned officers 22
shall be citizens of the United States and shall be ap-23
pointed without regard to the civil-service laws and 24

compensated without regard to the Classification Act 1
of 1923, as amended. 2
‘‘(3) APPOINTMENT.—Commissioned officers of 3
the Ready Reserve Corps shall be appointed by the 4
President and commissioned officers of the Regular 5
Corps shall be appointed by the President with the 6
advice and consent of the Senate. 7
‘‘(4) ACTIVEDUTY.—Commissioned officers of the 8
Ready Reserve Corps shall at all times be subject to 9
call to active duty by the Surgeon General, including 10
active duty for the purpose of training. 11
‘‘(5) WARRANT OFFICERS.—Warrant officers 12
may be appointed to the Service for the purpose of 13
providing support to the health and delivery systems 14
maintained by the Service and any warrant officer 15
appointed to the Service shall be considered for pur-16
poses of this Act and title 37, United States Code, to 17
be a commissioned officer within the Commissioned 18
Corps of the Service. 19
‘‘(b) ASSIMILATINGRESERVECORP OFFICERS INTO 20
THEREGULARCORPS.—Effective on the date of enactment 21
of the Patient Protection and Affordable Care Act, all indi-22
viduals classified as officers in the Reserve Corps under this 23
section (as such section existed on the day before the date 24

of enactment of such Act) and serving on active duty shall 1
be deemed to be commissioned officers of the Regular Corps. 2
‘‘(c) PURPOSEANDUSEOFREADYRESEARCH.— 3
‘‘(1) PURPOSE.—The purpose of the Ready Re-4
serve Corps is to fulfill the need to have additional 5
Commissioned Corps personnel available on short no-6
tice (similar to the uniformed service’s reserve pro-7
gram) to assist regular Commissioned Corps per-8
sonnel to meet both routine public health and emer-9
gency response missions. 10
‘‘(2) USES.—The Ready Reserve Corps shall— 11
‘‘(A) participate in routine training to meet 12
the general and specific needs of the Commis-13
sioned Corps; 14
‘‘(B) be available and ready for involuntary 15
calls to active duty during national emergencies 16
and public health crises, similar to the uni-17
formed service reserve personnel; 18
‘‘(C) be available for backfilling critical po-19
sitions left vacant during deployment of active 20
duty Commissioned Corps members, as well as 21
for deployment to respond to public health emer-22
gencies, both foreign and domestic; and 23
‘‘(D) be available for service assignment in 24
isolated, hardship, and medically underserved 25

communities (as defined in section 799B) to im-1
prove access to health services. 2
‘‘(d) FUNDING.—For the purpose of carrying out the 3
duties and responsibilities of the Commissioned Corps 4
under this section, there are authorized to be appropriated 5
$5,000,000 for each of fiscal years 2010 through 2014 for 6
recruitment and training and $12,500,000 for each of fiscal 7
years 2010 through 2014 for the Ready Reserve Corps.’’. 8
Subtitle D—Enhancing Health Care 9
Workforce Education and Training 10
SEC. 5301. TRAINING IN FAMILY MEDICINE, GENERAL IN-11
TERNAL MEDICINE, GENERAL PEDIATRICS, 12
AND PHYSICIAN ASSISTANTSHIP. 13
Part C of title VII (42 U.S.C. 293k et seq.) is amended 14
by striking section 747 and inserting the following: 15
‘‘SEC. 747. PRIMARY CARE TRAINING AND ENHANCEMENT. 16
‘‘(a) SUPPORTANDDEVELOPMENTOFPRIMARYCARE 17
TRAININGPROGRAMS.— 18
‘‘(1) IN GENERAL.—The Secretary may make 19
grants to, or enter into contracts with, an accredited 20
public or nonprofit private hospital, school of medi-21
cine or osteopathic medicine, academically affiliated 22
physician assistant training program, or a public or 23
private nonprofit entity which the Secretary has de-24
