The next point of clarification needed is not when Senator Brown will be seated, but rather when will hat-holder Kirk lose his voting privileges.

Per law, the Massachusetts seat-warmer in the Senate is officially out of office the moment the election is over.

Someone will chime in soon with the exact text of the law that covers this.
