Mayor Ray Nagin's advice breaks census rules

Aiming to maximize federal grant money and offer proof of his city's recovery, Mayor Ray Nagin is urging Hurricane Katrina victims still living elsewhere -- and longing to return -- to record New Orleans as their home when the U.S. Census Bureau conducts its decennial head count next spring.

Problem is, that strategy doesn't mesh with census rules, federal officials say.

In an e-mail response to questions about the much-anticipated count, Nagin spokesman James Ross said this week: "An area of major concern relates to New Orleanians working to return here. Many are repairing their homes, and others are trying to work out other life details.

"Mayor Nagin has called for all New Orleanians to list New Orleans as home if they plan to move back, " he said.

The unusual appeal flies in the face of a federal policy dating back more than two centuries that requires people to be counted, with few exceptions, at the address where they are "living or staying" on the official census day, which falls next year on April 1.

"The residency rule is what it's been since 1790, " said Gabriel Sanchez, director of the Census Bureau's regional office in Dallas, which oversees Louisiana, Mississippi and Texas. "We need to count people where they live, not where they plan to live or where they want to live."

Getting an accurate count, he said, is vital to guiding the distribution of $300 billion annually in federal grants and to the distribution of seats in Congress.

“The Census Act (13, U.S.C., §221) requires responses to the decennial census. A person who “refuses” or “willfully neglects” to answer any census questions is subject to a fine of not more than $100. A person who “willfully” provides false information can be fined up to $500 (§222). The 2010 census questionnaire covers six topics: age; gender; relationship to head of household; Hispanic origin; race; and tenure (homeowner or renter). The Census Bureau requests names of people residing in the household, to ensure full coverage and minimize the likelihood of duplication, and a telephone number, in case it must follow-up to obtain missing or unclear information, but it does not ask for social security or any other identification number.”

Notice the special inquiry into *Hispanic* origin.

Apparently, when you have no controlling legal authority...You have chaos...

We know it is wrong, Nagin knows its wrong, the Census knows he’s wrong, yet nothing will be done, the Census is already skewed before it begins...

If you lie there is no way to statistically get investigated and caught, and if you do not answer the Census questions in full you will be fined $5000...

So in the end Ray’s chocolate city will still get its money, political district lines will be redrawn and the liberal/socialist will create more of their dominance over conservatism baed solely upon a lie, and a collective one at that...

I dunno what everyone is so worried about...They haven’t been able to make what I believe in and think illegal...

Oh wait...Thats going to be taken care of in a third term...

I’d bump it up to five or six if you are in a conservative area, reduce it to one if not. My house is going down to “unoccupied” when they send the form.

I wouldn’t be surprised. I’ve only been in Houston for the summer, and I’ve loved it so far. The only glaring negative I’ve experienced, other than the heat, has been the fact that I can’t go anywhere without getting hit up for cash by bums multiple times. I haven’t been here long enough to know personally, but from what I hear from Houstonians, this is largely a post-Katrina phenomenon. Houston was a pretty safe and pleasant city before the “refugees” showed up.

So yeah, while I’m not sure they actively want to screw the host cities over, I’ll bet they don’t particularly care about the harm they cause. Like most other parasites, they aren’t particularly concerned with the health of their host.

Add to this the fact that our President is a “community organizer”, which I prefer to call a “professional bum.” Like other bums, he doesn’t have much respect for how hard his marks worked for the money he’s demanding. The Katrina refugee, one of the new sacred cows in politics, will probably get what he wants.

I'm actually forward to the confrontation with any of these left-wing special interest minority bastards who stop by to understand why only the number of people in my household is filled out on the survey. I think the decibel level & descriptive language will escalate rapidly.

I also think there are going to be some ugly confrontations brewing!!!
