Among Democrats on Capitol Hill, black aides are significantly more likely to work for committees whose chairmen are African-American, according to a survey conducted by the Congressional Black Caucus.
Blacks make up nearly half the staffs at two committees with black chairmen — the Oversight and Government Reform and Homeland Security — while there are only two blacks among the 55 staff members working for the House Agriculture and Rules committees, both of which are headed by white representatives.
“The survey confirms what members have noticed anecdotally—the lack of African-American staffers on Capitol Hill, particularly in senior positions,” said Representative Barbara Lee, Democrat of California and the chairwoman of the Congressional Black Caucus, in a statement Thursday. “We are aware that there are efforts under way to address this institutionally and the caucus is committed to lending assistance to House leadership and committee chairs to ensure a more diverse workforce on Capitol Hill.”
The unpublished survey, first reported by CQ early Thursday morning, is an initial, if not the only, attempt to document the racial breakdown of Hill employees — a quest that has become increasingly common in Washington since the election of President Obama.
But, on the whole, the survey found that the percentage of blacks working on Capitol Hill, 18.7 percent, is actually greater than the proportion of African-Americans — at 12.8 percent — in the national population.
And, it is perhaps not all that surprising that blacks are more likely to hire other blacks.
“I think people tend to apply where they think the greatest opportunities lie,” Bennie Thompson, the chairman of the Homeland Security Committee, said in an interview on Thursday.
