State tax refunds, Medicaid reimbursements and payments to local schools are all on hold because of a political showdown between Kansas legislative leaders and Gov. Kathleen Sebelius.
The Kansas Finance Council was to meet at 1 p.m. today to vote on whether to borrow $225 million from healthy state funds to cover expected payments to schools, state workers and taxpayers. The state did the same thing last December when it ran into a cash-flow problem.

Once California led the way, I wondered how many other states would follow suit and hold tax refunds as ransom as a means of “educating” the populace that tax and fee increases are “necessary”.
Figured it would be here in Massachusetts, not Kansas of all places.
Medicaid? Oh free healthcare (largely) for illegal aliens. Kansas needs to get to work on 10th Amendment plus get some state reps to sign on with teh orly lawsuit against Soetero.
The lesson here is to not pay anything in taxes because the government will seize your money at any given time at it’s own whim. Pay ONLY when they are due and never before...
Once California announced, I had my tax returns sent in on 2/5 to try to avoid this occurrence.

Kansas citizens owed a refund should seek court action to seize state assets in lieu of what they are owed by the state. I would start by seizing the furniture in the governor’s office.
This brings up a good point. For us self-employed people who pay quarterly estimated taxes, it actually might get to the point where it will be better to not make the payments until April 15 and pay the penalty. The penalty is not that big, I think around 5%.
I think that would be illegal... it isn't their money! How about selling some of the state property first... starting with of course the governor's house.
How about firing some non-essential state employees,
or are they going to tell us that they’re all “essential”?
I was wondering the same thing. My husband runs a business as a corporation. Can we not send in our montly income tax withholding (KW-5) until we are even with what the state owes us for our refund? Or will we get a nasty letter estimating our missed payment with interest and penalties? I think I know the answer.
If you are talking about the guy who goes around making sure your septic tank meets the county approval... he's essential.
You would be correct in your assumption. Tax revolt is going to be a real issue. It didn’t help the new Treasury Secretary can’t manage to file a proper return for three years. I filed three extensions on my Federal taxes and paid the payroll tax in-between right out of my check. To reconcile, I needed information from my bank which took me four months. I missed the deadline and was fined, penalty and interest. Exemptions from the IRS and other tax collecting entities is for privalage only. It’s going to get interesting...
But all you folk waiting on refunds, you'll have to wait until AFTER April 15th. My TAX payment will be large enough to pay several of your refunds....

My husband and I got smart now and increased our exemptions by 6.
The way I look at it this is a tax increase with out a vote or “Taxation without representation.” A slick way to increase your taxes and most people go along with it.
Refunds just mean you're letting the government hold your money for a year, interest free...
Yeah, refunds are not smart. Plus now, it seems, Kansas will have some folks money MORE than a year.
