Once California led the way, I wondered how many other states would follow suit and hold tax refunds as ransom as a means of “educating” the populace that tax and fee increases are “necessary”.
Figured it would be here in Massachusetts, not Kansas of all places.

Medicaid? Oh free healthcare (largely) for illegal aliens. Kansas needs to get to work on 10th Amendment plus get some state reps to sign on with teh orly lawsuit against Soetero.

The idea of all states in the union who continue to use all monies that is collected in taxes are idiots or really don't care about the citizens. Everyone should know that taxes are pay as you go and that no citizen should give less than what the percentage says they are to give each pay day. Knowing this they still spend all of the money when they know that there are going to be refunds that should be given to the people that paid in. In essence what they are really doing is spending yours and my money that does not belong to them. However, it is against the law not to give them the money so as to be able to give it back to me. Some law eh.

Kansas citizens owed a refund should seek court action to seize state assets in lieu of what they are owed by the state. I would start by seizing the furniture in the governor’s office.

Refund? What's a refund?? I'm always owing money.
But all you folk waiting on refunds, you'll have to wait until AFTER April 15th. My TAX payment will be large enough to pay several of your refunds....
