Russian news reports are quoting President Dmitri Medvedev ordering a halt to Russian military action in Georgia.

The Russians had no right to attack Georgia, and their claim that they were supporting Russian nationalis from oppression is ludicrous.
That's how I see it too.
The years right after Georgia's Independence (1991) were bloody, in re Georgia and So. Ossetia. 1991. I'm still digging around in that matter.
But, I can tell you that George Soros has a long acquantainceship with Georgia.
But in re what may have helped "heat" up the situation in Georgia? I've posted on this elsewhere, but I think do not think it can nor should be ignored.
Prior to Georgia's Mr. Saakashvili, the President was Mr. Shevardnadze.
Mr. Shevardnadze and George Soros had been pals for decades: "the two have known each other since the 1980s, when the Georgian was Soviet foreign minister — to set up Open Society Georgia, with the stated aim of building democratic institutions and civil society.

In mid-2002, Mr. Shevardnadze made his first of many complaints about Mr. Soros's political interference in the country, and shortly afterward, more than a dozen young people stormed the offices of Mr. Bokeria's Liberty Institute, smashing computers and beating up several members of the staff. Mr. Soros responded by suggesting during a news conference in Moscow that Mr. Shevardnadze's government could not be trusted to hold a proper parliamentary election in 2003.

So, who did GEORGE SOROS complain to? Moscow. He detailed his complaints about Shevardnadze from a NEWS CONFERENCE in Moscow in 2002.
From the reading I've done, there's nothing explicit I can post at this juncture YET but to extrapolate.
Extrapolation:
George Soros was indeed prattling and giving out funds for "free and open elections". Schevardnadze was slow in doing so. Soros was also "Open Societing" in So Ossetia (simultaneously). Why do I say this? So Ossetia refused to vote in Georgian elections in the 1990s, instead electing their own "officials" and government.
Sounds to me like Schevardnadze got hammered by at least two hammers: George Soros, with his, ulp, open hand promoting free elections - a new concept to former Russians -- and -- while encouraging a dissident region, So. Ossetia to continue to have their own. And the Georgians themselves, who were tired of "Soviet" elections, and themselves wanted Open, Free Elections.
In 2000, George Soros took a liking to Mr. Saakashvili. And the rest played out in time; Schevardnadze lost in the election, a "free the vote" player, Saakashvili, was sworn in.
In a nutshell, throughout the years, decades, George Soros was promoting free elections. The former President of Independent Georgia was slow to implement "free elections", having been a long time Soviet Foreign Minister.
Soros ups Saakashvili, strongly in support of free votes. (No doubts, the So Ossetians had to be chuckling over this.)
So, now there's two parts (technically, 3) of Georgia having distinct, separate elections. Saakashvili's quest was obviously in support of an American type democratic Republic and thus, grew in compatibility with the U.S.
This, IMHO, was not the Russian Plan! And this is now why Russia is sending innuendo'd death threats re Saakashvili in Georgia. He Betrayed what they thought the plan was! For him to become more So. Ossetian, siding with the Russian dominated So Ossetian region -- and thereby, a peaceful re-acquisition of Georgia by Russia.
This is also why Putin blames America for their aggression in GA. They resent not only that the "larger plan" (I guess, as proposed to them by George Soros) was dead in the waters -- they still had So. Ossetia. Ipso, Russia made its move to acquire Georgia BY ANY MEANS NECESSARY. Another Soros operation, commonly seen here in the U.S.
It’s a tried and tired KGB/FSB tactic. In all Internet forums in the former Soviet satelites from Eastern Europe there are seminar posters that defend the commies and push the pro-Mother Russia propaganda. a lot of them are paid by the posting. Um, actually, there has been digging around in the past concerning how Mr. Soros got his initial “seed money”. And yes, it involves Russia and it involves a Nazi Germany connection. How truthful is this data? It seems that it is either untrue or that others tend to shy away from discussing it.

That isn't really true. I've seen this (not this particular incident, but something along this pattern) coming for about two years now, and I'm sure others have because we've been talking about it (where "we" includes US military officers, business people with Georgian and Russian contacts, and a number of ordinary citizens just trying to keep themselves well-informed).
While US intelligence gets a bad reputation, it isn't THAT incompetent. The writing on the wall that something like this was going to happen has been obvious for several years.

It is unfortunate that you feel that way. Russian propaganda is pretty good (and unfortunately includes some willing collaborators in the US media), but it shouldn't be that good. Intelligent people should be able to discern the truth from the available information. I beg you to try harder, because if US citizens can't tell the difference between good and evil our civilization is doomed.

If you think about that statement for a bit, you'll realize that it can't possibly be true.
Fascinating post about Soros. He made his money by interfering in the economy of various countries, and uses it to put down freedom. In the end, he wants it ALL, Supreme Leader Soros.
The facts say otherwise. Russia has been training South Ossetian rebels as terrorists for several years now. In other words, Russians are state sponsors of terrorism, just like they always have been under the days of the old Soviet Union. The Georgian "aggression" was just a response to Russian backed terrorists who were attacking Georgian property well outside the safe haven of South Ossetia into other parts of Georgia.
There is one positive outcome to all of this, however. Several people in the west, myself included, had hoped that the Russian people had genuinely changed and were willing to embrace free markets and political freedom. The loss of Georgia is unfortunate, but I suppose it is a small price to pay to rediscover a fundamental truth that we had forgotten since the Cold War:

Fox is reporting at this very moment Russians have NOT pulled back, they have pulled into Gori. Mr. Harrigan from Fox is showing video of Russia tanks moving INTO Gori this morning our time. They are also 12 miles outside of the Capital.
The Georgian President is stating that the city will defend to the last drop of blood, there will be no surrender and there will be no cease fire if they enter the city.
The end is near for the Georgians, and we’ve done nothing to help them. Diplomacy isn’t WORKING folks.
