Eugene, OR (AHN) - Eugene city officials fed up with crime are mulling an ordinance that will keep convicts and would-be criminals out of the downtown area for up to one year.
Under the proposal, which is awaiting the council's vote pending the conclusion of a public hearing, a person charged with a crime such as robbery or assault would be banned from downtown Eugene for 90 days. Convicted criminals will not be allowed downtown for one year.
The proposal from councilors Andrea Ortiz and Mike Clark drew mixed reactions from the police and merchants supporting the ban and human rights advocates opposing it. The proposed ordinance would be effective in fighting crime and blight that have picked up due to the economic downturn, Chief of Police Robert Lehner told ABCNews.com.
Exclusion of offenders should be left up to the municipal court's decision, lawyers of the American Civil Liberties Union said in a public hearing on the ordinance on Monday.

Maybe they could outlaw guns downtown! I’m sure that’ll help.
If they tried this in Portland it would clear about half the adults out of downtown.

I suspect that this will work as well as when Los Angeles banned murders for 48 hours earlier this year.
If they are serious about keeping would be criminals out of down-town, and if they have their Courthouse down-town with its’ lawyers and judges, then I submit they have a serious, serious problem.

This is one of the stupidest, most ill-conceived city ordinances I’ve ever heard of.
1. How are they going to enforce it? Are there going to be checkpoints at every entry to downtown, each manned by a cop with a computer connected to the state criminal records database.?
2. Why do the Einsteins on the City Council think that a person who has broken the law against robbery, assault, etc. is going to be deterred by some ordinance telling them to stay away from downtown?

the right to travel is a fundamental right under the constitution. this will get struck down in all of about two seconds.
