Bush Visits Pentagon, Weighs In on Defense Budget Shortfall

WASHINGTON, Nov. 29, 2007 Its of paramount importance to the nation for Congress to provide money to the Pentagon for funding operations in Afghanistan and Iraq, President Bush told reporters at the Pentagon today. (Video)
The missions of this department are essential to saving Americans lives, Bush told reporters after meeting with Defense Secretary Robert M. Gates and other senior defense leaders to discuss the long-term needs of the military and of the need to continue modernization efforts.
The departments missions are too important to be disrupted or delayed or put at risk, Bush emphasized. He then expressed his frustration that the military has waited for months for congressional funding to support overseas operations in Afghanistan and Iraq.
Congress has approved supplemental funding for war operations, but such legislation comes attached with timetables for the withdrawal of U.S. troops from Iraq. Bush has vowed to veto any such legislation that crosses his desk.
Meanwhile, in anticipation of a shortfall of funds to support overseas military operations, Gates has directed that the Army and Marine Corps begin planning to reduce operations at all Army bases by mid-February and all Marine installations by mid-March.
Pentagon officials have warned Congress that the continued delay in funding our troops will soon begin to have a damaging impact on the operations of this department, Bush said.
The shortfall cannot be alleviated by shifting more money around Pentagon accounts, Bush explained, noting that Congress limits the amount of money that can be transferred.
No more money can be moved within DoD, Bush said.
Gates has asked the services, the Army and Marines in particular, to review their spending with an eye to cut installation operational costs. Soldiers and Marines constitute the bulk of U.S. ground troops in Afghanistan and Iraq.
In a memorandum dated Nov. 26, Gen. Richard A. Cody, vice chief of staff of the Army, directed all Army commanders and agency directors to begin planning to curtail operations and related expenses that do not directly support warfighters engaged in the global war on terrorism, according to an Army news release issued yesterday.
In addition, about 200,000 government civilians and contractors could be furloughed in coming months if the required funds arent provided, senior defense officials have said.
Codys instructions tell Army commanders and civilian leaders to review all operations and to forward recommendations to cut costs back to him by Dec. 4.
These are contingency steps that a prudent manager must take, Bush said.
Gates and other senior defense officials have made a reasoned case to Congress for the funds they need to keep the military running, the president said.
The American people do not want the government to create needless uncertainty for those defending our country or uncertainty for servicemembers families, Bush said.
People also expect the government not to disrupt the U.S. militarys efforts in Iraq, which have helped to bring about reduced violence in that country.
They do not want disputes in Washington to undermine our troops in Iraq, just as theyre seeing clear signs of success, Bush said.
He added that U.S. political leaders have a responsibility to send the right message to the rest of the world.
Let us tell our enemies that America will do what it takes to defeat them, Bush said. Let us tell Afghans and Iraqis that we will stand with them as they take the fight to our common enemies.
Let us tell our men and women in uniform that we will give them what they need to succeed in their missions, without strings and without delay, Bush said.
Bush urged Congress to provide funding needed by the troops before members depart for the holiday recess. He also praised military members for their hard work, courage, sacrifice and dedication to peace.

An Nasiriyah SWAT captures high-level IED facilitator, four others

BALAD, Iraq Iraqi Police from the An Nasiriyah Special Weapons and Tactics team detained a suspected high-level improvised explosive device facilitator during operations Nov. 30 to disrupt extremist networks operating in the area.
The suspect is reported to be an extremist company commander and the primary facilitator for an IED network that is responsible for multiple IED attacks against Iraqi Security Forces and Coalition Forces in the An Nasiriyah area.
The suspect has a history of travel to Iran and, when captured, the suspect had Iranian weapons and munitions in his possession. This included an Iranian rocket propelled grenade launcher, three new Iranian-made RPG rockets and boosters, several AK-47 assault rifles and ammunition.
Four other individuals were detained by SWAT for further questioning. Operations occurred without any significant incidents.
The operations were part of a continued Iraqi effort to rid Dhi Qar province of violent elements and improve security for Iraqi citizens.

ARTICLE SNIPPET: “CHICAGO (AP) - Investigators studying the collision of an Amtrak train and a freight train that injured dozens of people, some seriously, will try to determine how both trains ended up on the same track at the same time, authorities said.
Most of the 187 passengers aboard the Amtrak train walked away unhurt after the accident Friday on the city’s South Side, which catapulted people from their seats. Four people had to be pulled from the front of the train, where the engine was located, authorities said.
The accident sent 71 people to a dozen hospitals, most of them in stable or good condition, according to the Chicago Fire Department. Three people were expected to be hospitalized overnight, said National Transportation Safety Board Vice Chairman Robert Sumwalt.
“We’re here to find out what happened so we can keep it from happening again,” Sumwalt said Friday night.”

U.S. man and his Russian “wife” arrested for marriage fraud after she paid him with automobile for sham union

LOS ANGELES - A West Los Angeles man and the Russian national he wed last year were arrested today by federal immigration officials after being charged with marriage fraud for allegedly entering into a sham marriage so the woman could obtain documents allowing her to remain in the United States.
Benjamin C. Adams, 30, a U.S. citizen, and Yuliya M. Kalinina, 25, of Marina Del Rey, were arrested at their respective residences this morning by special agents with U.S. Immigration and Customs Enforcement (ICE).
According to the criminal complaint charging the pair, Kalinina posted eight advertisements on Craigslist.com in late 2005 and early 2006. In her advertisements, Kalinina said she sought to marry a United States citizen for the purpose of obtaining permanent resident status. Kalinina offered her would-be spouse as much as $15,000, stating: “Green Card Marriage - Will pay $300/month Total $15,000” and “This is strictly platonic business offer, sex not involved. NOT required to live together.”
In January 2006, Adams responded to Kalinina’s advertisements on Craigslist and agreed to enter into the scheme with Kalinina. Approximately one month after their first email exchange, Kalinina and Adams were married. Kalinina’s live-in boyfriend, Dmitri Chavkerov, an Internet-ordained minister, wed the two defendants. Kalinina later leased a new Ford Mustang for Adams.
“For years, people have sought to use sham marriages to illegally gain immigration benefits, but this is the first case we’ve uncovered where the alleged perpetrators used the Internet to orchestrate the scheme,” said Robert Schoch, special agent in charge for the ICE office of investigations in Los Angeles. “Marriage fraud and other types of immigration benefit fraud pose a serious threat to our national security and the integrity of our nation’s legal immigration system. As these arrests demonstrate, cyberspace offers no protection for those attempting to evade our laws.”
Kalinina and Adams are scheduled to make initial appearances this afternoon in United States District Court in Los Angeles.
The charge of marriage fraud carries a statutory maximum penalty of five years in federal prison. This case is the product of an investigation by ICE and U.S. Citizen and Immigration Services (USCIS). An official at USCIS received the original tip that led to the investigation. An officer with the USCIS Fraud Detection and National Security program worked closely with ICE, starting in February 2006, on the investigation.

Coalition forces target car-bombers, assassins, kidnappers; one killed, 16 detained
BAGHDAD, Iraq Coalition forces killed one terrorist and detained 16 suspected terrorists during operations Friday and Saturday to disrupt al-Qaeda operations in the central and northern parts of the country.
Coalition forces conducted operations southwest of Mahmudiyah, while targeting an individual believed to be responsible for facilitating funds for the southern belt terrorist network. The targeted individual is reportedly involved in the supply of vehicles and materials to car-bombing networks based in Baghdad. During the operation, the ground force called for the target buildings occupants to come out, but they did not comply. Then Coalition forces saw four individuals attempting to evade them escaping from the building. Tracking the four individuals, the ground force detained three suspects. The fourth individual, who was armed, was taking cover in a nearby field. Perceiving hostile intent, Coalition forces engaged, killing the terrorist.
In al-Hadid, Coalition forces conducted an operation targeting an al-Qaeda in Iraq leader believed to be involved in a suicide attack cell in the region. The targeted suspect reportedly recruits individuals to conduct the attacks and was involved in the attack that killed three Coalition forces members in Baqubah Nov. 18. After approaching the target, Coalition forces secured the target building and detained two suspects.
Three suspected terrorists were detained while targeting al-Qaeda in Iraq who are suspected of trying to neutralize the effects of local citizens aiding Iraqi and Coalition forces in the Tarmiyah. The suspects were detained without incident.
Four suspects were detained during two coordinated operations near Mosul, where Coalition forces were targeting members of the citys terrorist network. One of the targeted individuals is believed to be involved in kidnappings and assassinations, and has ties to senior al-Qaeda members operating in the region. As the ground force entered the area during the first operation, they saw a man run from the target building, attempting to evade capture. As they continued to clear the area, they arrived at a location where they believed the suspect was hiding. He was subsequently detained. In an operation that followed, Coalition forces detained three suspects without incident.
In other operations, Coalition forces detained four suspects while targeting an al-Qaeda in Iraq senior leader of the northern belt.
Many of our operations provide additional information that assists us in striking at al-Qaeda networks, said Capt. Vic Beck, MNF-I spokesman. Local Iraqi citizens who are not tolerating al-Qaedas brutal disregard for human life are also stepping forward with useful information to help create a safe and secure Iraq.

ETA gunmen kill Spanish guard

MADRID, Spain (CNN) — Members of the Basque group ETA have shot dead a Spanish civil guard and seriously wounded another in southern France, Spanish officials said.
It is the first fatality blamed on ETA in nearly a year. The separatist group claimed responsibility for a December 30, 2006, car bomb at a Madrid airport that killed two men and destroyed a parking garage.
The two plainsclothes civil guard officers were in Capbreton, France, to meet with French police about joint operations against ETA, which traditionally uses France as a base for its attacks in Spain, CNN’s partner station CNN Plus reported.
The civil guards were shot as they emerged from a place where they regularly have breakfast, CNN Plus reported. Three ETA suspects fled in a car, later leaving it to commandeer a second car, CNN Plus reported. They held a French woman and her son, but quickly released them, CNN Plus reported.

An Iranian-made destroyer dubbed Moj will join the country's naval fleet to reflect the Islamic Republic's defense capabilities.
""The vessel entirely made by Iranian experts will join the fleet of the Islamic Republic of Iran's Navy in the next few months,"" said Project Manager, Capitan Shah Karam.
Moj can attack aerial, surface, or underwater targets simultaneously; it could also be used in electronic warfare due to state of the art enhancements and can carry a military helicopter.
Moj is in its final stages of production, according to the captain, and can compete with today's most modern and powerful destroyers.
