U.S. to Offer Turkey Help on PKK

The U.S. is to offer Turkey a package of measures to dissuade Ankara from mounting a large-scale military incursion into Iraq to attack PKK Kurdish guerrillas, who have killed scores of Turkish soldiers in recent weeks.

Ahead of a meeting in Washington on Monday between President George W. Bush and Recep Tayyip Erdogan, Turkey’s prime minister, U.S. officials said Ankara would have to get concrete American help to combat the PKK, which has bases in northern Iraq from where it frequently launches attacks into Turkey.

“Erdogan has to go back with the belief that for whatever reason, the U.S. is serious” about tackling Turkey’s concerns regarding the PKK, said Matthew Bryza, deputy assistant secretary at the U.S. state department responsible for Turkey policy. Full story...

Drug resistant BlakPC may be spreading

Researchers have discovered the presence of the BlaKPC gene in bacteria in patients in a St. Louis hospital. Prior to this, the gene, which enables bacteria to become resistant to several important antibiotics, was typically found in the East Coast. Researchers say this discovery may indicate that BlaKPC is gaining strength and spreading.

Unknown illness in Angola

The investigation of an outbreak of unknown origin in Angola has revealed extremely high levels of bromide in plasma sampled from several affected patients.

As of 19 November 2007, over 390 cases had been identified and treated at the Municipal Hospital in Cacuaco. About 64% of those affected are children below 15 years old.

Toxicological tests carried out in Munich, Germany, detected very high levels of bromide in 5 out of 6 plasma samples taken from affected patients. Bromide intoxication has been one of the working hypotheses being explored by WHO and partners as a cause of the outbreak.

ARTICLE SNIPPET: “ISLAMABAD, Pakistan (AP) - Suicide bombers hit a bus carrying intelligence agency employees and a checkpoint near the headquarters of the Pakistan army on Saturday, killing at least 35 people, officials said.

The two attackers struck in Rawalpindi, a garrison city just south of the capital, Islamabad. A senior intelligence official, who asked for anonymity because of the sensitivity of his work, said at least 35 people were killed.

In the first attack, an explosive-laden car rammed a bus carrying employees from the Inter-Services Intelligence agency, while the other bomber hit the checkpoint, said Mohammed Afzal, a local police official.

An intelligence agent at the scene said the destroyed bus was a 72- seater, but that more people were on board. The agent, who also requested anonymity because of the sensitivity of his work, said he believed casualty number would keep rising.

After the blast, troops and police quickly blocked off the area. They pushed people back and snatched cameras and mobile phones from journalists and bystanders. Agents fanned out across the area, picking up metal bits of what appeared to be the suicide bomber’s car.

It was the second major attack against the ISI in recent months. On Sept. 4, a suicide attacker blew himself up after boarding a bus carrying ISI employees, while a roadside bomb went off near a commercial area in Rawalpindi minutes apart, killing at least 25 people.”

(Hong Kong = Yonhap News) Chung Ju-ho = Ming Bao of Hong Kong reported on Nov. 24 that large-scale Naval Exercise by PLAN is a reason why China refused U.S. carrier Kitty Hawk’s scheduled stay in Hong Kong for a while.

According to sources, PLAN’s Eastern and Southern Fleet conducted large-scale joint military exercise recently in the area of Pacific east of Taiwan, and north of Philippines, practicing hypothetical blockade of Taiwan.

Russian-made missile frigates and submarines, 022 stealth missiles, and anti-ship cruise missiles were all deployed in this exercise, while China’s indigenously developed AWACS were reportedly spotted in the sky above Nanjing.

Airspace control of eastern and southern coastal area, which will end on Nov. 25, is also said to be related to this naval exercise. Since Nov. 20, airspace control has been in effect in the sky over cities of eastern coast, resulting in hours of delay of local air flights.

Sources reportedly said that, during the exercise, some Chinese ships ran into Kitty Hawk’s battle group in the international waters, sailing toward Hong Kong.

Kitty Hawk was due to enter Hong Kong on the morning of Nov. 21 in time for Thanksgiving Day holidays starting Nov. 22, but China refused it at the last minute without any explanation. Then they reversed their decision on Nov. 22, allowing the entry.

Admiral Timothy Keating, Commander, U.S. Pacific Command, said Chinese decision is “dismaying and worrisome,” and China had refused entry of another U.S. Navy ships a few days before.

Two torpedo removal ships of U.S. Navy reportedly ran into bad weather in South China Sea at the time and asked the stay in Hong Kong and fuel supply but China refused.

In short, China wanted to hide the details of their naval exercise and combat capability by refusing the stay of Kitty Hawk in Hong Kong, whose battle group boasts sophisticated information-gathering ability.

Despite China’s change of the decision, Kitty Hawk has already returned to Yokosuka, Japan, and its 8,000 sailors had to spend Thanksgiving Day on board on Nov. 22.

The fear inside the Pentagon is that China will deploy large numbers of these vans to jam GPS signals over large sections of its territory.

Intelligence officials are watching the vans carefully to assess their capabilities and to see whether China moves to export the technology to other nations like Iran. The U.S. intelligence agencies have photos of the vans, taken from space and on the ground, but are not sure how capable they are in jamming GPS-guided weapons in the American arsenal.

Iraq deployed similar technology during the Gulf war but was unable to exploit its capabilities because the U.S. quickly modified GPS bombs to home in on the jammers.

Pentagon officials are concerned that U.S. bombs and missiles may not have that same capability against the Chinese GPS systems.”

Given the serial explosions and tragic loss of life today in the Uttar Pradesh towns of Lucknow, Faizabad and Varanasi, the Embassy urges all Americans in India to maintain vigilance and familiarize themselves with the Safety and Security section of the Consular Information Sheet located on our Embassy website http://newdelhi.usemabssy.gov excerpted below:

SAFETY AND SECURITY: A number of anti-Western terrorist groups (some of which are on the U.S. government’s list of foreign terrorist organizations are believed to be active in India, including, but not limited to, Islamic extremist groups such as Harakat ul-Mujahidin, Jaish-e-Mohammed, and Lashkar-e Tayyiba. While historically Jammu and Kashmir have been a focal point of terrorist activity, bomb blasts resulting in deaths and injuries have occurred in public places such as markets, as well as on public transportation such as trains and buses throughout India. Examples of major attacks in recent years include the detonation of explosive devices on a train northwest of Delhi (February 2007), simultaneous attacks on Mumbai commuter trains (July 2006), simultaneous attacks on a train station and places of worship in Varanasi (March 2006), and simultaneous attacks on several markets in New Delhi (October 2005). A number of other terrorist incidents causing fewer casualties have also occurred, including a few in which American citizens were injured. The motive for many of these attacks has not been clearly established, although it is believed that U.S. citizens were not specifically targeted or injured in any of these attacks. Specific areas of concern are addressed under “Areas of Instability.”

Beyond the threat from terrorism, demonstrations are also likely to cause disruption. Protests can begin spontaneously and escalate with little warning, disrupting transportation systems and city services and posing risks to travelers’ personal safety. In response to such events, Indian authorities occasionally impose curfews and/or restrict travel. U.S. citizens are urged to avoid demonstrations and rallies as they have the potential for violence, especially immediately preceding and following elections. In addition, religious and inter-caste violence is unpredictable and occurs occasionally. In some cases, demonstrators specifically block roads near popular tourist sites in order to gain the attention of Indian authorities, although tourists are rarely attacked in these incidents. Mobs have, however, attacked Indian and American missionaries and social workers as such activity provokes strong reactions in some areas. U.S. citizens should monitor local television and print media and contact the U.S. Embassy or the nearest U.S. Consulate for further information about the current situation in areas where they wish to travel.

BULLETIN SNIPPET: “U.S. Office Pristina issued the following Warden Message on November 23, 2007:

U.S. Office Pristina is issuing this Warden Message to remind American citizens that there may still be unexploded ordinance or landmines in Kosovo. Recently, four children were injured when they triggered an unexploded landmine while herding sheep near Ferizaj. Police suspect the landmine was left behind during the 1998-1999 conflict. American citizens are advised to use caution when traveling off normal routes.”
