I’m thinking it pertains to transport of materials necessary for an attack. To convey means to transfer. Either he is ordering the transport of the materials into position, or indicating that the materials have already been “conveyed” and are ready for launch.

BIRMINGHAM International Airport bosses and police today played down a “security issue” that brought a key rail link to the airport to a halt.
Passengers using the airport were today assured that services were back to normal following the false alarm at around 5pm yesterday.
Officers were called to the scene following reports of a possible security threat on the air rail link linking the main terminal and Birmingham International train station.
Police and airport officials today refused to reveal what sparked the incident.

I think the key to those verses may lie in the next phrase instead.

Perhaps these verses were quoted not for the people mentioned, but quoted for the location.

“second of two” could also indicate which plot or location (if we were to assume several plots nearing or at operational status) is to be set into motion.

I’m still not sure about the significance of the “second of two” (where the verse is talking about Mohammed and Abu Bakr), but there may be some hidden meaning in that.
My main focus is the “cave” reference in the next phrase (where Abu Bakr and Mohammed were hiding).
I think you may be right in saying there is more to come.

They would do better to pass legislation to ensure continuation of government in the event of a mass casualty attack on the capitol infrastructure (people, not necessarily buildings), but of course that is too politically charged and would be a springboard to attempts to stack the deck aloong party lines.

Miami Police Unveil 7 Signs Of Terrorism
MIAMI — With the head of the U.S. Department of Homeland Security’s “gut-feeling” that the country could face another terrorist attack, the Miami Police Department on Friday unveiled its seven signs of terrorism to educate the public about how to properly identify a potential threat.
The seven signs of terrorism are listed below:
No. 1) Surveillance: Someone recording or monitoring activities. This may include the use of cameras — either still or video — note-taking, drawing diagrams, annotating on maps, or using binoculars or other vision-enhancing devices.
No. 2) Intelligence Gathering (Elicitation): People or organizations attempting to gain information about an important place, “critical structure,” its operation or workers. An important place might be a power or water plant, bridge, school, stadium or shopping mall. Terrorists may ask what the building is used for, about building operations, deliveries and security-related information. Elicitation attempts may be made by mail, fax, telephone or in person.
No. 3) Tests of Security: Any attempts to measure reaction times to security breaches or procedures in order to assess strengths and weaknesses.
No. 4) Acquiring Supplies: Purchasing or stealing explosives, weapons, chemicals, ammunition, etc. Also includes acquiring military uniforms, decals, flight manuals, passes or badges or the equipment to manufacture such items, or any other controlled items.
No. 5) Suspicious Persons Out of Place: People who don’t seem to belong in the workplace, neighborhood, business establishment or anywhere else. Includes people wearing conspicuous clothing such as jackets or sweaters in hot weather. Also includes stowaways aboard ships or people jumping ship in port and suspicious border crossings.
No. 6) Dry Run/Trial Run: Before carrying out the final operation or plan, terrorists typically conduct a dry or a trial run. A trial run consists of putting people into position and moving them around according to the plan without actually committing the terrorist act. It could also include mapping out a route to determine traffic flow.
No. 7) Deploying Assets: People and supplies getting into position to commit the act. This could be a person’s last chance to alert authorities before the terrorist act occurs.

I’d like to “revise and extend my remarks” on the Senate doubling the bounty . . .
While I think most of them voted for this without much thought, and in the spirit of fear and political self-protection, it actually may be useful (the law of unintended consequences). If an attack against us succeeds, whether it is the size of 9/11 or much larger, we will end up going into Pakistan’s tribal areas I’m sure. That is a very bad idea, but will be our only option at that point. Pakistan is already unstable, and with a population of 165 million (over half the size of the United States), an arsenal of nuclear weapons, and Islamist sympathizers in their security establishment, their coming apart would risk even more calamities down the road.
The tribal regions may shelter that AQ leadership, but if they are forced to retreat into the cities, there is a greater chance someone may give them up for cash. The tribal elders will not betray someone they are sheltering. That kind of binding code is not present in the cities. And the tribal regions have no concept or use for such a large amount of money, but city dwellers would be more sophisticated on average (being more likely to know what $50 million would mean and being literate enough to read the flyers in the first place).
The whole scenario is a nightmare. Imagine trying to chase Saddam through a nation coming apart at the seams with seven times the population of Iraq, rogue generals, dozens of nuclear weapons, and an AQ leadership on the run inside the country looking to buy some of them, and you truly have a nightmare. It took us 9 months to find Saddam inside Iraq with 125,000 troops on the ground. We won’t have that kind of time (or troops) in Pakistan. There are no good options.
You have to kick the bounties up now (before an attack and the ensuing chaos) and publicize it big time in Pakistani cities (not the tribal areas). But as long as AQ leaders stay in the hands of “true believers” no amount of money will matter. And (unlike the Iraqis at first) if we invade Pakistan looking for AQ leadership, close to 100% of the Pakistanis will be against us and not likely to cooperate.
So give them both a positive incentive (massive bounties before the fact) and negative incentive (threat of invasion) to get someone to cough them up once they are on the move from the mountains. Once we go in there, the place will completely turn against us (more than it is already), so this would be the “diplomatic route” that would be exercised as we begin a build-up to go in and take the place apart looking for them.
(Remembering that if you harbor a terrorist, you are then just as much an enemy as the terrorist - - as the Taliban learned after 9/11)

TANK/PESHAWAR, July 12: The army started deploying troops in NWFPs southern districts, adjoining the Waziristan region, amid reports that an operation to curb militancy and extremism was imminent.
Sources told Dawn on Thursday that 12,000 troops, backed by artillery units, were moved to Tank and Dera Ismail Khan districts from Okara.
Troops took over the building of a vocational college in Tank city and were stationed in paramilitary forts in the remote district. Security forces were also being deployed in Lakki Marwat and Bannu districts, considered to be hotbed of militancy.

Exclusive: Terror Commander: U.S. Attack Will Dwarf London Bombings

As senior intelligence and law enforcement officials met again today in the White House Situation Room to deal with the “summer terror threat,” a top terror commander said an attack was coming that would dwarf the failed bombings in London and Glasgow.
Taliban military commander Mansour Dadullah, in an interview to be broadcast on ABC News’ “World News With Charles Gibson,” said the London attacks were “not enough” and that bigger attacks were coming.
“You will, God willing, be witness to more attacks,” he told a Pakistani journalist in an interview conducted just four days ago.
Just last month, Dadullah presided over what was termed a terror training camp graduation ceremony in Pakistan, supposedly dispatching attack teams to the United States, Canada, Great Britain and Germany.
In this new interview, Dadullah talked about the ease with which he and his men operate inside Pakistan.
“We have many friends,” he said. “It is very easy for us to go in and out of the tribal areas. It is no problem.” . . .
