They would do better to pass legislation to ensure continuation of government in the event of a mass casualty attack on the capitol infrastructure (people, not necessarily buildings), but of course that is too politically charged and would be a springboard to attempts to stack the deck aloong party lines.
Career politicians are not good leaders in a time of crisis.
