HRW is wrong about a lot of things, but this isn't one of them. The gist of the report is that racist revenge rape is universal in local and federal detentional facilities. Multiculturalism does not exist Inside; there it's survival of the fittest, and unless you are physically strong and/or backed by a racial gang of your own race, you are fair game. If you are white, you will almost certainly be targeted.
I notice a considerable amount of gloating on FR when a story about inmate rape is posted. Those tempted to gloat would be well advised to remember that it is very easy to end up in slam in the United States, even if you're 100% innocent. The next time it could be you that is on the wrong side of those bars.

A little thread hijacking -- since we could presume that inmates are predominantly gay, doesn't this really show that the act of "gay sex" can be separated from having a physical attraction to men? Which would imply that at least some, especially younger boys who are shy and afraid to approach women, might well be seduced into "gay sex" relationships NOT because they are particularly attracted to men, but because it's sex?
OOPS, I mean "NOT PREDOMINANTLY GAY".
The truth is that assault is common in prison for lots of reasons beside rape. One of the Border Patrol agents sent to prison just was assaulted by four men in his federal prison. They beat him mercilessly.
It's stupidity. In effect, the state is providing sex toys or sex slaves to the most violent. What on Earth is just -- or funny -- about that?

Speaking as one who rarely breaks the law, and then no more than speeding...this is another good reason to stay out of jail, kids. Stay in school. Only losers use drugs.
2) Prison is supposed to be a punishment, not a playground for violent perverts. When we allow prisoners to engage in serial rape, we are failing in our duty to impose on them the punishment prescribed for their crimes. The inmates are NOT supposed to be running the institution.
I agree with you that this is a tragedy and a travesty. It may not be "easy" for an innocent person to end up in jail, but it is probably much more likely to do so than to be hit by lightning or win the lotto; and guilty people don't even deserve this, as much as we like to joke about it.
Gordon Liddy has long held that prison guards are the very worst people in the world. If they don't take steps to prevent this kind of thing, then I'd have to agree with him.
Sorry, bub. If I ended up in the slammer and was targetted for rape, they would first have to kill me. I'd fight with every inch of life left before I'd allow that. I'd rather die a man than survive as someone's woman.
Right you are. There should be a zero tolerance policy for rape in prison. The state, if it is going to incarcerate people, has a responsibility to ensure their safety while in custody.
This is no laughing matter. It is not a legitimate part of punishment.
We need many more men like Sheriff Joe Aparo running American prisons.

I'm pro-death penalty but definitely anti-rape in prison. this is one instance where I wonder if anybody has tried to sue the government on violating the "cruel and unusual" punishment clause due to rape.
And yes this is why I never would do anything that would put me in jail. You may say this is a deterring practice, to me it shows that if I ever decide to break the law, it will be by doing something that damn well guarantees to get me the death penalty.
Nobody ends up in Federal prison for a 3rd time DUI. This letter is obviously fake, and the offense, DUI, was picked in order for it to be a "it could happen to you" situation for the reader.
"I've been sentenced for a D.U.I. offense. My 3rd one." He learned nothing about the first and second time? The guy is not too bright and sorry, but I can't muster up any empathy about a rape in prison story, when they start off the story about a guy and it being his 3rd DUI offense. The guy could have wiped out an entire family or more, while he carelessly drove in a drunken stupor for the 3rd time.
Chuck Colson with Prison Fellowship International has written about this a lot. So has G Gordon Liddy. Not one single "tough guy" would dare make the "then don't end up in there" type comments to Gordon Liddy's face.
