No, it's not confirmed. The USGS said that even a succesful might not register if it was small enough, so unfortunately, we don't know for sure. It's interesting that one article quotes a South Korean official as saying that that they did register a roughly 3.5 tremor after the announcement.

Yes, a thermonuclear explosion has a signature, but with a weak one in solid Korean rock, I'm not so sure they can decipher the difference.

I'm not sure what else Bush could have done. The Clinton admin helped NK along. Our approach was to use the 5 way talks. If the world couldn't pressure NK then they were going to build them anyway.
The concern now is to find ways to ensure this unstable government doesn't launder the weapons through terrorists. So that will be the focus now.
