"Dulmatin, JI's Top Technician, Trains a New Generation of Fighters"

ARTICLE SNIPPET: "Of the known leadership of Jemaah Islamiya (JI) at large, there is no one with a higher price on his head than Joko Pitoyo (known as Dulmatin), who commands a US$10 million bounty offered by the United States. Dulmatin, a skilled technician, remains the most wanted of the Bali bombers, whose bombings of two nightclubs on the resort island killed 202 people in October 2002. Dulmatin is one of the most important al-Qaeda-trained operatives at large, and, of equal importance, he is one of the four top JI leaders known to have sought safe haven in the southern Philippines where JI is regrouping and training a new generation of fighters.
Dulmatin, an Indonesian native, was born in Central Java in 1970. Although he had only limited formal scientific schooling, he developed significant bomb-making and electronics skills. Dulmatin was a student activist on his Central Javanese university campus. Coming from a well-to-do family, he dropped out of the university after being drawn into extremist teachings at al-Mukmin, the religious boarding school established by JI founders Abdullah Sungkar and Abu Bakar Ba'asyir (also known as Abu Bakar Bashir). With his keenness for electronics, it was only natural that he developed an interest in making bombs, and he forged a natural affiliation with JI's top bomb-maker, Dr. Azahari bin Husin (killed in a raid by Indonesian authorities in October 2005), whom he saw as "a father figure." He was later trained in al-Qaeda camps in Afghanistan in the late-1990s.
As Azahari's protégé, Dulmatin was involved in constructing JI's first bombs in 2000, as well as the Bali and JW Marriott bombs. The indictment of other Bali bombers made clear that Dulmatin was involved in almost every stage of the attack, from the planning to the actual bomb-making. In a September 2002 meeting, Mukhlas (the supposed mastermind of the Bali attack) also gave Dulmatin 20 million rupiah ($1,300) for bomb components.
Dulmatin fled to Mindanao in the southern Philippines soon after the August 2003 bombing of the JW Marriott in Jakarta. There, he is one of four top JI leadersincluding Umar Patek, Zulkifli bin Hir and possibly Abdul Rahman Ayubwho have continued to train members of JI and the Abu Sayyaf Group (ASG) in Moro Islamic Liberation Front (MILF) camps in the Philippines."

"Baitullah Mehsud: South Waziristan's Unofficial Amir"

ARTICLE SNIPPET: "Mehsud came into prominence when tribal leader Nek Mohammad was killed by security forces during a missile attack. Thirty-two years-old, Baitullah Mehsud was born in Landidog, a small tribal village situated on the fringes of South Waziristan. He has four brothersMohammad Yaqoob, Mohammad Ishaq, Yayha Khan and Zahir Shahand is the son of the late Mohamad Haroon. Unlike local Taliban leaders in North Waziristanwho are recognized religious scholars who run their own seminariesMehsud and other local Taliban leaders in South Waziristan are not as well educated. Baitullah Mehsud did not finish regular schooling or religious schooling. He belongs to Broomikhel, an offshoot of sub-tribe Shabikhel, which is a part of the larger Mehsud tribe. Baitullah is married and is very tough physically and mentally. Although he is not well educated, he is famous for his political acumen and military skills. His colleagues describe him as a natural leader who has great ability to infuse vitality among his followers.
Twelve years ago, as a young madrassa student, he was greatly inspired by Taliban ideology and frequently went to Afghanistan as a volunteer to join in the Taliban's enforcement of Sharia and to offer his services. As a traditional tribal man, he is an expert at using small arms. When speaking to this author in June, a person from Mehsud's native village said that he has not, however, been credited victory in any significant gun battle or skirmish, unlike Taliban leaders in Afghanistan.
There are a number of analogies between Mullah Omar, chief of the Taliban in Afghanistan, and Baitullah Mehsud. Both leaders shun the media and as a result they are not pictured in photographs. This makes it difficult for security forces and the outside world to recognize them. Omar and Mehsud vow jihad, and they are constantly on the move from one hideout to the next in order to avoid arrest. Baitullah has pledged himself to Mullah Omar, even though he signed a deal with the Pakistani army in February 2005. Baitullah was appointed as Mullah Omars governor of the Mehsud tribe in a special ceremony attended by five leading Taliban commanders (Rediff.com, March 10). One of them was Mullah Dadullah (Terrorism Focus, March 21). It is said that Pakistani security forces do not take military action against Baitullah because he has assured them that he will not attack the security forces (Rediff.com, March 10). The local Taliban are considered to be his own private armyalthough the army's actual numbers are not known, it is believed that his armed followers number in the thousands. These men are instrumental in establishing his writ in South Waziristan. Tribal society is already conservative and religious, so Baitullah does not need to do much in order to enforce Sharia."

TERRORISM: ISLAMIST WEBSITE EXALTS ITALIAN ARRESTS
Dubai, 5 July (AKI) - In a banner headline an Islamist website close to al-Qaeda has welcomed with jubilation the arrest on Wednesday of two officials from Italy SISMI intelligence agency - its director Marco Mancini and Gen. Gustavo Pignero - over the alleged kidnapping of former Egyptian cleric Osama Moustafa Hassan Nasr on Italian soil by CIA agents and his subsequent interrogation and torture in Egypt.
"Italian press sources today announced the arrest of several Italian secret service agents accused of involvement in the abduction of an Egyptian imam in Italy," the Islammemo.cc. website said. The website is close to the Iraqi insurgency and sympathisers of Iraq's disbanded Baath party. It is used as a message-board by al-Qaeda.
Nasr, also known Abu Omar, is believed to have been abducted by CIA agents in a street in the northern Italian city of Milan on 17 February, 2003. Prosecutors allege Omar was subsequently flown, via Italian and German military bases, to Egypt, and once there, tortured.
Milan prosecutors accuse SISMI of having cooperated in Omar's kidnapping, which was allegedly part of a clandestine 'extraordinary rendition' operation - a practice Washington admits it has used to capture and deport foreign terror suspects, often to countries where they could face torture.
The prosecutors also announced they have issued warrants for the arrests of four Americans in connection with Nasr's kidnap. Wednesday's warrants are in addition to 22 issued last year for other Americans alleged to have been involved in the abduction. In April, Italy's justice minister declined to request that those suspects be extradited from the United States.
The former government of conservative prime minister Silvio Berlusconi, a close ally of US President George W. Bush, has always denied any involvement by Italy's secret services in the kidnapping of Nasr.

Iraqi Forces Foil Kidnappings, Capture Terrorists

WASHINGTON, July 5, 2006 Iraqi soldiers rescued three kidnap victims, foiled a kidnap attempt, captured 28 suspected terrorists, and killed eight terrorists in separate operations July 2 and 3, military officials reported.
Soldiers from 1st Battalion, 2nd Brigade, 6th Iraqi Army Division, rescued three Red Crescent employees from two terrorist kidnappers shortly before 5 p.m. July 3. The soldiers stopped a black sedan at a checkpoint near the Al-Nida Mosque. The two kidnappers attempted to flee, but were detained a short distance from the checkpoint. During a search of the vehicle, the soldiers found two handguns.
Elsewhere, Iraqi army forces raided a rural farmhouse southwest of Baghdad early July 3, capturing 14 members of an al Qaeda foreign fighter cell and killing a key terrorist facilitator. One Iraqi soldier was killed, and another Iraqi soldier was wounded during the operation.
Iraqi counterterrorist forces conducted the raid in the farming community of Qarabawi, targeting three key leaders of an al Qaeda foreign fighter cell, while coalition advisers observed. The targeted leaders were responsible for the overall financial, logistical and operational aspects of this cell, officials said. Iraqi forces seized AK-47 assault rifles, an MP-5 machine gun, a bolt-action rifle, several grenades, and several magazines of ammunition. A car bomb also was destroyed at the scene.
In another incident July 3, Iraqi army soldiers manning a traffic control point thwarted a kidnapping attempt in Ameriyah. A vehicle carrying the victim attempted to run through a checkpoint manned by soldiers of 2nd Battalion, 1st Brigade, 6th Iraqi Army Division. The Iraqi soldiers opened fire on the terrorist's vehicle after it approached the checkpoint at a high speed. The victim was thrown from the vehicle as the terrorists escaped capture.
In a separate operation, soldiers from 1st Battalion, 2nd Brigade, 6th Iraqi Army Division, and Battery B, 4th Battalion, 320th Field Artillery Regiment, 4th Brigade Combat Team, 101st Airborne Division, killed seven terrorists July 2 during a firefight in the Adhamiyah area of eastern Baghdad.
At about 6 p.m., Iraqi soldiers at a traffic control point reported small-arms fire in Antar Square. The U.S. patrol from Battery B was in the area and rendered support. Over the next two hours, terrorists attacked the forces using small-arms fire, rocket-propelled grenades and hand grenades in the areas of Antar Square and Sabah Library. With assistance of combat aviation, the coalition forces were able to subdue the terrorists.
Elsewhere, Iraqi security forces conducted an air assault raid early on July 1 in northern Babil Province, capturing 12 insurgents, including seven cell members from a local terrorist network.
Forces from the Hillah Special Weapons and Tactics unit, or SWAT, assisted by coalition force advisers, raided an objective northwest of Sayafiyah and captured the seven terrorists. All seven of these individuals had warrants issued for their arrest by the Iraqi Ministry of Interior, officials said. Five other individuals were also detained during the operation, and the SWAT team seized two AK-47 assault rifles and two Russian made SKS carbine rifles.

WASHINGTON, July 5, 2006 The new al Qaeda in Iraq leader is an explosives expert who could opt to increase insurgent attacks using car and truck bombs, a senior U.S. military officer said in Baghdad today.
Army Maj. Gen. William B. Caldwell, a spokesman for Multinational Force Iraq, told reporters that it would be prudent to expect a rise in attacks with such devices in light of Egyptian Abu Ayyub al-Masri's reputation.
Masri's predecessor as the head of al Qaeda in Iraq, Abu Musab al-Zarqawi, was killed June 7 during a U.S. aerial bombing raid.
Caldwell said security is being stiffened at Baghdad traffic checkpoints, which are among the key targets for attacks with car bombs. "Checkpoints continue to be modified, moved around the city," Caldwell said. However, he acknowledged, vehicle-borne attacks like the July 1 explosion that killed more than 60 Iraqis in a Baghdad marketplace can still occur.
"But, we're making every effort, along with our Iraqi security forces, to stop that," Caldwell said, noting Iraqi soldiers and police are getting much better at preempting and disrupting terrorist activities.
Caldwell highlighted a recent incident in which Iraqi forces stopped an insurgent vehicle at a Baghdad traffic checkpoint and rescued three kidnapping victims who were held inside.
"The two kidnappers attempted to escape, but were picked up shortly thereafter by Iraqi security forces," Caldwell recalled. "This is one of the first things you start seeing when you see the positive results of all these different checkpoints operating throughout the city."
In addition, U.S., coalition and Iraqi security forces continue to put pressure on insurgents, Caldwell said, noting that June was "a pretty active month."
He also noted that about 420 foreign fighters are currently being detained in Iraq. Most are from Egypt and Syria, with others hailing from Sudan and Saudi Arabia.
Caldwell also commented on the U.S.-conducted criminal investigations involving a small number of American servicemembers who've been accused of committing high crimes against Iraqi citizens, including murder.
"Clearly we've got four cases that we're investigating very thoroughly here right now," Caldwell said, "but they are not at all indicative of the great performance of the men and women that are serving in the armed forces of the United States."
Caldwell confirmed that one of the cases involves former Army Pfc. Steven D. Green, who was arrested June 30 in North Carolina and faces federal rape and murder charges.

The source of N. Korean Taepodong-2 missile failure is now being narrowed down to its engine problem.
According to NIS(S. Korean Intelligence Agency,) Taepodong-2 was launched at 5am, on July 5th, from the launch pad at Munsudan-ri, Hwa-dae County, N. Hamkyong Province. After its vertical ascent, it was flying over East Sea when its engine developed 'shaking.'
It is the same as the situation where imperfect combustion of automobile fuel causes engine to shake. Experts suspect that some technical problems inside booster rockets lead to imperfect combustion of its liquid fuel. According to this scenario, this 'shaking' persisted for (initial) 40 seconds of flight, which caused the combustion chamber to develop cracks, and its fuel to leak, leading to explosion of the missile.
Some other experts argue that, since the missile's liquid fuel is made by mixing highly flammable liquid with nitric acid or magnesium (materials for TNT) as catalysts, the imperfect combustion triggered chemical interaction among these substances, leading to the explosion.
