March 1, 2006: Me and Terrorist 007:

Tracking a terrorist through cyberspace

It’s been two years since I first locked horns with a cyber jihadi by the name of Terrorist 007.

I was working as the assistant director for the Northeast Intelligence Network (NEIN) and a writer for World Net Daily when I ran into Terrorist 007, or Irhabi 007, on the old Ansar forum, an Arabic language message board frequently used by Al Qaeda sympathizers. (I've since left NEIN and am now on my own at LauraMansfield.com.)

Irhabi 007 was bragging about his hacking abilities, in an attempt to weasel his way into the “in crowd” of vetted jihadis. Over the next few months, I watched as Terrorist 007 began to establish himself as an expert, and gain the respect of the fellow jihadis.

My friend Jill St. Claire and I began building a dossier on 007, just as we were doing on Abu Banan, the apparent director of Global Islamic Media.

One thing that stood out about Terrorist 007 initially was that he posted primarily in English. He was apparently learning Arabic, because over the next two years, he began to shift to posting more and more in Arabic.

As time went on, 007 became more and more brazen. He began to post links to cracked commercial software programs, as well as to various jihadi audio and video propaganda files. He gradually began to expand into posting detailed instructional material on making suicide bomb vests, improvised explosive devices, and other terrorist tools.

007 was always one of the first to post links to Voice of Jihad (Sawt al Jihad) and Al Battar, publications created by Al Qaeda of the Arabian Peninsula (Saudi Arabia) and distributed by Global Islamic Media.

Over the months, it appeared that 007 was making inroads into an “inner circle” of internet jihadis, including Abu Banan.

007’s identity was elusive. At times he claimed to be in the United States; other times he claimed to be in the UK. His tendency to use British spellings of words led credence to theories that he was in the UK.

As time went on, Terrorist 007 continued to amass a huge collection of Al Qaeda propaganda films, and as one website after another was pulled down by authorities, he began to appropriate server space belonging to unsuspecting companies and institutions who left open doors on their webservers by enabling anonymous FTP uploads. One of the first to be appropriated by 007 was a server at George Washington University in Washington DC.

When Nick Berg was beheaded in Iraq in April 2004, Irhabi 007 had one of the most extensive collections of links to videos of the beheading.

The bandwidth storm that followed the release of the beheading video combined with the public outcry over the brutality of the murder brought down the Ansar website as well as several other jihadi forums; others went to a password protected mode to limit access.

By the time American hostage Paul Johnson was kidnapped and beheaded in Saudi Arabia in June, 007 was an integral part of the network responsible for distributing the video films, “borrowing” server space from an unsuspecting California company, slipping in through the anonymous FTP security hole.

It was only a few weeks later that I discovered Terrorist 007 “borrowing” web space from the State of Arkansas. I made the discovery during my weekly terrorist update on Ernie Brown’s syndicated radio show America at Night while checking jihadi sites for last minute updates.

When I noticed that 007 was posting jihadi material on the servers of the Arkansas Department of Transportation, I immediately notified the authorities through the chain of command at the Northeast Intelligence Network

But since that rarely brought any results, I also went directly to the media, tipping off a friend at CNN about my find.

Among them were files highly sought after by jihadis, including the al-Qaida films "Badr al Riyadh," "American Hell in Iraq," "Russian Hell," "Martyrs of the Confrontation" and "Wills of Martyrs." Other files posted included the beheading video of Nick Berg, as well as audio and video clips of various al-Qaida leaders, including Osama Bin Laden, Ayman al-Zawahiri and Abu Musa'ab al-Zarqawi.

Within hours, the FBI had confiscated the server. The ensuing publicity brought me to the attention of Terrorist 007. He began posting to me in English on the jihadi forums, and at one point he even told his cyber friends that he planned to find me and marry me.

In late summer of 2004, 007 informed his buddies on the boards that he was going to be going on a trip to the Bahamas, and advised them not to worry about his absence from the boards. In a couple of weeks, true to his word, Terrorist 007 was back on the boards.

He began expanding his horizons, putting up numerous websites containing extensive libraries of both propaganda videos and audios, and of instructional materials teaching terrorism techniques, how to make more and more destructive killing devices, and basic hacking techniques as well. For many months, Terrorist 007 was a source of “WAREZ”, pirated commercial software. At one point, the ever helpful 007 posted ripped copies of Arabic language translation software to help those who needed assistance in translation!

By spring of 2005, 007 was feeling the bandwidth pinch again, and began stealing credit card numbers to use in purchasing domain names and web hosting for his websites. His favorite technique seemed to be keystroke loggers. On many occasions, my virus protection intercepted attempts by 007 to download a keystroke logger to my company as I monitored his websites.

In May and June 2005, 007 had posted maps of the London transit system, as well as photographs of various tube terminals in London on his websites. It is unknown at this time if there was any connection between these posts and the London bombings in July 2005.

Then, last fall, shortly after Joel Hinnrichs committed suicide with an explosives vest at Oklahoma University, Terrorist 007 abruptly disappeared. Some analysts even speculated that Hinnrichs was 007, although that seemed unlikely. It seemed more likely that 007 had disappeared from view, and was actually using a cyber alias. This theory gained credibility after law enforcement discovered that Hinnrichs had downloaded the instructions for creating his explosives from one of 007’s websites.

His absence was noted on the jihadi boards; many of his fellow jihadis speculated that he had gone to Iraq to participate in the jihad there.

What we know now is that Terrorist 007 was arrested in October 2005 near London. His real name is Younis Tsouli. His arrest came as part of a series of arrests that began with a raid in Bosnia. Tsouli had apparently been in email contact with the men arrested in that terror raid, and in late October, British police arrested Tsouli and two other men under the Terrorism Act.

Tsouli was charged with ten charges “including conspiracy to murder, conspiracy to cause an explosion, conspiracy to obtain money by deception, fundraising and possession of articles for terrorist purposes.” Police allege that Tsouli and his coherts intended to detonate a huge car bomb in central London.

A senior Scotland Yard source said: "We are convinced that if we had not acted swiftly a massive bomb, designed to kill and maim hundreds of innocent people, would have been set off in London, probably before the end of the year and possibly during the Christmas rush."

According to the Sunday Mirror, the Tsouli is accused of the following:
# Possession of a video showing how to make a car bomb.
# Possession a video showing a number of places in Washington DC and including a CRBN (chemical, radiological, biological and nuclear) vehicle.
# Conspiracy to murder.
# Conspiracy to cause an explosion.
# Conspiracy to cause a public nuisance, conspiracy to obtain money by deception and other offences under the Terrorism Act.

As law enforcement began to examine Tsouli’s computer, they found pictures of several locations in Washington D.C., according to Scotland Yard, as well as computerized slides demonstrating how to make a car bomb and a DVD explaining how to create a suicide bomber belt.

From other information on the computer, police realized that they had managed to finally apprehend the elusive Terrorist 007.

The role that Irhabi 007 played in the growth of the global jihad should not be underestimated. He was very active in recruiting new members to the jihad, and provided valuable expertise to the group. His tutorials on how jihadis can conceal themselves through the use of anonymous proxy servers have no doubt helped many terrorists elude detection over the last several years.

The instructional material he provided has almost certainly resulted in the deaths of innocents.

Terrorist 007 is now in custody. But dozens of his followers remain, and several have already begun to carry on where he left off.

We should treat this war like the war it is. One without borders or uniforms.

Why doesn't our overpopulated CIA hunt down people like this and put them out of commission? There are zillions of violent jihadis in Western nations acting as a fifth column - in Mosques, coffee shops and even Islamic grocers.

As posted above, the "cyber-criminal" angle is being overplayed by ignorant WaPo warsluts. The MSM takes angles to stories like this because of their inherent belief in gatekeeper model of informaiton dissemination. This angle is very dangerous to American citizens' First Amendment Rights, there is little difference between the "inanimate guns kill people, let's outlaw all guns" mantras that WaPo agitates. There is but a baby step until they argue that the "internet kills people, let's ban the internet".

(Regarding his 'net crimes, not his bombing plot) All this guy did was facilitate the initial dissemination of digital files. All of the beheading, propaganda files, though maybe not the bomb making files, are readily accessable on hundreds of servers and dozens of torrent streams concurrently at this moment throughout the world. The dissemination of information regarding instructions for the creation of suicide bomb belts is a Federally protected Right as restated by the US Supreme Court in 1996. Inciting the use of weapons is still a crime here. Point being, he's barely more mentionable than a Stormfront goober, his stock is up because he is "AlQaeda brand" of domestic criminal.

Three men helped to distribute films of beheadings and bomb-making instructions to be used for attacks on non-Muslims, a court has heard.

One of the young al-Qaeda followers was told to think about the suicide bombers in Iraq his online terrorist propaganda was inspiring, the court heard.

Younes Tsouli, 23, is one of three accused of distributing the films.

Mr Tsouli told co-defendant Mr Mughal that he wanted to “stand in the trenches” in Iraq, Woolwich Crown Court heard.

The court also heard two men arrested in Bosnia for possessing a video thought to be a blueprint for attacks on “non-believers” in countries which had sent troops to Iraq may have been in contact with the men.

messages obtained from Mr Tsouli’s computer related to the design of a “mujahideen badge” needed before the anniversary of the 11 September attacks.

Authorities in London say Tsouli had a Microsoft PowerPoint file entitled “carbombzip” and a file containing six video clips of Washington, D.C. Additional material carried details of chemical, biological, nuclear and radiological equipment, according to prosecutors.

Mughal allegedly kept notes on chemicals and instructions for preparing a suicide belt, AP reported. Prosecutors say al-Daour had computer files with information on making explosives and use of rocket-propelled grenades, along with books and recipes for poisons and explosives.

That is terrorism, and it will not succeed,” said Sally Quillian Yates, Acting U.S. Attorney for the Northern District of Georgia. “The risk posed by men such as these defendants continues, both here and abroad. Hopefully, meaningful sentences such as these will make our citizens and our soldiers safer around the world as the message is sent that we will vigorously investigate and prosecute those who would ally themselves with terrorists.”

In Washington, D.C., David Kris, Assistant Attorney General for the National Security Division, said, “This case serves as another reminder of the global nature of the terrorism threat and the importance of international and domestic cooperation in addressing it. These defendants, who conducted surveillance of potential terror targets at home and pursued terrorist training overseas, were part of an online network that connected extremists in North America, Europe and South Asia. I commend all those who were involved in this prosecution and the related investigations around the world.”

FBI Atlanta Special Agent in Charge Greg Jones said, “The radicalization of U.S. citizens by jihadist recruiters abroad is a very real and growing concern that the FBI and the U.S. Government as a whole must deal with. The FBI is charged with preventing terrorist attacks before they occur and we are committed to this task. Individuals engaged in such activities as these two individuals cannot successfully argue that such activities are constitutionally protected.”

U.S. District Court Judge William S. Duffey, Jr., sentenced Sadequee to a term of 17 years in prison, to be followed by 30 years of supervised release. Judge Duffey sentenced Ahmed to 13 years in prison, also to be followed by 30 years of supervised release.

According to Acting U.S. Attorney Yates and the evidence presented during the trial: Sadequee was born in Fairfax, Va., in 1986. He attended school in the United States, Canada and Bangladesh. In December 2001, while living in Bangladesh, he sought to join the Taliban, to help them in their fight against U.S. and coalition forces in Afghanistan.

Ahmed, a naturalized citizen born in Pakistan in 1984, came to the United States in the mid-1990s. He attended high school in Roswell and Dawsonville, Ga., followed by college studies at North Georgia College and Georgia Tech.

Sadequee and Ahmed began discussing their obligation to support jihad in late 2004. By this time, both Sadequee and Ahmed had become active on several web forums known to support the cause of violent jihad.

These discussions quickly grew into an active conspiracy with others to provide material support to terrorists engaged in violent jihad. The evidence indicated that the material support consisted of (1) Sadequee, Ahmed, and other individuals who intended to provide themselves as personnel to engage in violent jihad, and (2) property, namely, video clips of symbolic and infrastructure targets for potential terrorist attacks in the Washington, D.C., area, including the U.S. Capitol, the World Bank headquarters, the Masonic Temple, and a fuel tank farm — all of which were taken by Sadequee and Ahmed to be sent to “the jihadi brothers” abroad.

At trial, the government presented evidence that Sadequee, Ahmed, and their co-conspirators used the Internet to develop relationships and maintain contact with each other and with other supporters of violent jihad in the United States, Canada, the United Kingdom, Pakistan and elsewhere. In support of the conspiracy, in March 2005 Sadequee and Ahmed traveled to Toronto to meet with other co-conspirators, including Fahim Ahmad, one of the “Toronto 18” suspects awaiting a terrorism trial in Canada. While in Canada, Sadequee, Ahmed, and their co-conspirators discussed their plans to travel to Pakistan in an effort to attend a paramilitary training camp operated by a terrorist organization, as well as potential targets for terrorist attacks in the United States.

In April 2005, Sadequee and Ahmed drove to the Washington, D.C., area to take the casing videos, which the government’s evidence showed they made to establish their credentials with other violent jihad supporters as well as for use in violent jihad propaganda and planning. Sadequee later sent several of the video clips to Younis Tsouli, aka “Irhabi007” (Arabic for “Terrorist 007”), a propagandist and recruiter for the terrorist organization Al Qaeda in Iraq, and to Aabid Hussein Khan, aka “Abu Umar,” a facilitator for the Pakistan-based terrorist organizations “Lashkar-e-Tayyiba” and “Jaish-e-Mohammed.” Both Tsouli and Khan have since been convicted of terrorism-related offenses in the United Kingdom and are imprisoned there.

The government’s evidence additionally showed that Sadequee and Aabid Hussein Khan, the convicted U.K.-based terrorist, using a members-only violent jihadist web forum known as “At-Tibyan Publications,” recruited at least two individuals to participate in violent jihad. One, a self-identified 17-year-old American convert, was praised by Sadequee for his “capacity of fulfilling [his] largest obligations in [his] native land.”

The government also presented evidence at trial that in July 2005, Ahmed traveled from Atlanta to Pakistan in an unsuccessful attempt to enter a paramilitary terrorist training camp and ultimately engage in violent jihad. While in Pakistan, Ahmed met with Aabid Hussein Khan, and the two discussed Ahmed’s intention of joining a camp. The day before Ahmed returned to Atlanta, Sadequee departed Atlanta for Bangladesh, carrying with him, hidden in the lining of his suitcase, an encrypted CD; a map of Washington, D.C., that covered all of the areas he and Ahmed had cased; and a scrap of paper with Aabid Hussein Khan’s mobile phone number in Pakistan.

Once in Bangladesh, Sadequee began to conspire more closely with Younis Tsouli and Mirsad Bektasevic, a Swedish national of Serbian origins. Specifically, Tsouli, Bektasevic, Sadequee and others formed a violent jihadist organization known as “Al Qaeda in Northern Europe.” The group was to be based in Sweden. The evidence at trial showed that in October 2005, Sadequee sought a visa that would allow him to relocate from Bangladesh to Sweden. Bektasevic was arrested in Sarajevo, Bosnia and Herzegovina, on Oct. 19, 2005. He and a co-conspirator were found in possession of over 20 pounds of plastic explosives, a suicide belt with detonator, a firearm with a silencer and a video recorded by Bektasevic demonstrating how to make detonators; showing an arsenal of semi-automatic weapons, grenades, explosives and other arms; and depicting Bektasevic and others placing a grenade booby-trap in a forest near Sarajevo. Sadequee had been in electronic and telephonic contact with Bektasevic as recently as three days before Bektasevic’s arrest, discussing the silencer and explosives Bektasevic had acquired for the group. Bektasevic has since been convicted of terrorism offenses in Bosnia and Herzegovina.

Meanwhile, after returning to Atlanta to resume his studies at Georgia Tech in August 2005, Ahmed remained in contact with Sadequee, expressed regret at his failure to join violent jihadists, conducted internet research on topics such as high explosives and defeating Special Operations troops, and discussed his intent to make another attempt to enter a violent jihad training camp. In March 2006, Ahmed was approached by FBI agents and agreed to a series of voluntary, non-custodial interviews over the course of eight days. Amid efforts to deny his illegal activities and mislead the agents, Ahmed made increasingly incriminating statements. Efforts by the FBI to obtain Ahmed’s cooperation in the ongoing international terrorism investigation ended after the FBI discovered that Ahmed was surreptitiously contacting Sadequee, who was still in Bangladesh, to advise him of the FBI investigation and to warn him not to return to the United States.

Ahmed was arrested on March 23, 2006, in Atlanta, on material support of terrorism charges. He has been in custody ever since.

Sadequee was arrested on April 20, 2006, in Bangladesh, on charges arising out of false statements he made in an August 2005 interview with the FBI in the Eastern District of New York (EDNY). Sadequee was indicted in the Northern District of Georgia on July 19, 2006, and transferred to Atlanta in August of that year, after the charges in EDNY were dismissed at the Government’s request.

This case was investigated by agents and officers of the Atlanta Joint Terrorism Task Force (JTTF), which is led by the FBI, Atlanta Division.

Assistant U.S. Attorneys Robert McBurney, Alexis Collins and Christopher Bly prosecuted the case.

While Sadequee may have been deserving of the longer sentence, it was Syed Haris Ahmed, together with his friend Zubair Ahmed (no relation), who publicly threatened to kill me and privately discussed the same - so I derive a certain sense of satisfaction from knowing the bastard will be locked up for quite awhile.

They were a couple of young Americans with terror on their minds, two middle-class kids barely out of high school who lived seemingly normal lives in and around Atlanta while secretly taking up the mantle of violent jihad, who in the span of a year went from being extremist wannabes to trusted brothers of terrorist operatives across the globe.

Now, following their convictions in federal court earlier this year and sentencings this week, they are each headed to prison for quite some time.

Their names are Ehsanul Islam Sadequee and Syed Haris Ahmed, and their story is indicative of both the evolving homegrown extremist threat and the FBI’s post 9/11 intelligence-driven investigations.

When Sadequee and Ahmed met at a midtown Atlanta mosque, neither was yet 21. Ahmed, who was born in Pakistan and moved to this country at about age 12, was a mechanical engineering student at Georgia Tech. Sadequee, a Bangladeshi-American born in Virginia, was working at an Atlanta non-profit while living at home with his mother and siblings in the suburb of Roswell.

The two soon became friends, finding that they shared a similar interest: violent jihad. They started spending hours online—chatting with each other, watching terrorist recruitment videos, and meeting like-minded extremists.

But they clearly wanted to do more than just stand on the sidelines. Fueled by their growing connections in cyberspace, Sadequee and Ahmed made a series of journeys that drew them further and further into a web of terror.

In late 2004, they traveled to rural northwest Georgia, shooting paintball guns and practicing attack techniques as part of basic paramilitary training.

The following March, they hopped on a Greyhound bus to Canada, where they spent a week talking terror with three jihadists they met on the Internet. One was an alleged member of the “Toronto 18,” a terror cell that later plotted to bomb the Canadian Parliament and other targets before being exposed in 2006.

In April 2005, Ahmed and Sadequee drove a pickup truck to the nation’s capital and cased a series of landmarks—including the U.S. Capitol and the Pentagon—making more than 60 short video clips to help establish their extremist credentials. Sadequee sent several clips to Younis Tsouli—aka “Irhabi007” (“Terrorist 007” in Arabic), an al Qaeda webmaster, recruiter, and propagandist—and to Aabid Hussein Khan, a facilitator for two Pakistan-based terrorist groups. Both Tsouli and Khan have since been convicted of terror offenses in the U.K.

That summer, Ahmed and Sadequee took separate trips overseas. Ahmed went to Pakistan, meeting with Khan and asking to attend a training camp and engage in jihad (he was talked out of it by his family). Sadequee was off to Bangladesh, where he joined with Tsouli and a Swedish extremist named Mirsad Bektasevic to form a violent jihadist organization known as “Al Qaeda in Northern Europe.” In October, just a few days after being in contact with Sadequee, Bektasevic was arrested in Sarajevo armed to the teeth; he was later convicted of terrorism.

What Sadequee and Ahmed didn’t know was that for some time, they were being tracked by the FBI and its partners. In part two of our story later this week, we’ll talk about how our investigation unfolded and interview an Atlanta FBI agent and two Bureau execs.
