28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

No I can't agree with that either.

1) New Orleans and LA state police walking off the job.
2) Breakdown in command at Mayor and Govenor level.
3) Breakdown in communications between agencies.

The convention center debacle has been in the news for the past two days. Last night, the radio traffic asked if there had been water or food delivered there yestereday. And the answer was -- I don't know.

Sure, there are plenty of people working hard, but there are many in power and in the ranks who let the city down.

Yeah, I do. Sorry if I sounded insensitive, I was just trying to point out the lack of civil unrest during our four hurricanes last year. I hope those people in NO get the help they need. It would have come faster if they didn't shoot at those trying to help.

Yes, that is how I understood it too. Civilian Volunteers and Fema were being shot at and their boats were being stolen. It's a sad time, when rescuers can't get to people because gangs are shooting and doing violence. It's a nightmare.

Bush said, the results of this rescue has not been acceptable. Let the Mayor Governor and Senator try to spin it. They had no plan and no help for anyone. Not even their police officers. Could you imagine Giuliani saying to press, he didn't even know what day it was. Unbelievable.

You're honestly asking that question? In my town, we use the Swedes to plug levee holes, but I guess the black people would be just as good. Ridiculous notion. Another example of the media wanting to believe Americans are racist ignoramuses. I read a story this morning where one evacuee called this 'genocide'. It's really, really, really bad, but genocide it is not.

I posted pretty much the same thing.

Bush has gotten stay on top and ahead of this - not only in the rescue and repair aspects - but in the PR battle.

Whenever the Dems and their allies (the media) start spinning the same 'ole "Where's Bush and the federal govt?", they have to set the record straight.

The idiot governor has not made the *right* declaration and request to the Feds. She knows what she has to do to get Federal troops to patrol NO, and she won't do it. Or is mentally unable to do it.

We can't "Control" it. Nagin can't. Blanco can't. The fed's can't. And it's nobody's fault.

You know, I'm starting to realize that is absolutely right. All of us want everyone still alive in New Orleans to be saved, but too many won't.

This was a massive storm. The destruction is widespread and intense. Operating in that environment is slow, and very inefficient.

The government can find ways to improve our system for a better response, but that really only helps for future disasters. Right now, I'm grateful for those who are working in the current system, no matter its limits, to save everybody they can.

But you are right, this is overwhelming our ability to respond, maybe bigger than any emergency system America could establish. So this kind of disaster is never going to be handled with perfect efficiency.
