He looked like he was ready to smack Chertoff upside the back of his head. I'm really fed up. What they need to do is air drop Blanco and that FEMA Brown character at the Convention Center with a few bottles of water strapped to them.

Didn't see the whole clip...help, please. Why would he be on Chertoff's case? I'm not understanding the chain of command...who's in charge of what, etc. Is Bush saying the buck stops with Chertoff?
