President Bush: "We are dealing with one of the worst national disasters in our nation's history." Push has appropriated vast federal resources to assist with the aftermath of Hurricane Katrina.

78,000 people are currently in shelters. New Orleans evacuation continues. 10,000 additional National Guard troops have been called to service.

Hospitals are running low on supplies, and public health concerns include water borne disease, poor sanitation, food and drinking water contamination and shortages, mosquitoes, carbon monixide poisoning from electricity generators, lack of childcare, and the special needs of the elderly.

10:26 A.M. - Hoss: What's frightening is that city leaders cannot give a concrete answer regarding the time it will take to rescue people from their roofs and get them to safety.

10:24 A.M. - Hoss: Those rescued didn't care where they were going. They were happy to be off their roofs, with food to eat.

10:14 A.M. - Hoss: "It was very surreal" - on describing the looting. People were relying on word of mouth to get information. People were still walking to the Superdome even after the dome had already begun evacuating.

I wish I could; hopefully they will start interviewing the legal eagles and get straightened out on it.

I am at a meeting in a building in downtown Baton Rouge six or eight blocks from the RiverCenter where the "refugees" are being housed.

The building management just announced that, at the request of the State Police, the building is being locked down due to rioting and looting downtown.

Hopefully, the building's management is overacting.

Contrary to many media reports, martial law has not been declared in New Orleans in the aftermath of Hurricane Katrina, because no such term exists in Louisiana state law[4]. Rather, a state of emergency has been declared, which does give some powers similar to that of martial law. On the evening of August 31, New Orleans Mayor Ray Nagin did declare "martial law" (in name at least) in the city and said that "officers don't have to worry about civil rights and Miranda rights in stopping the looters." [5]

They should have put them in old military bases. This is going to be trouble.

Very true! The only other option is to give every city in the US (even the small ones) a family to take care of.....Spread them out, and make them manageable!

Spare me the Gorelick wall legalism. Of course the mayor and gov dropped the ball, but the President has authority to intervene in a nat'l emergency. He has already done so. But there are legitimate questions as to the speed and size of the fed response.
