The situation in New Orleans continues to deteriorate due to rising water levels and desperation. Search and rescue continues via boat and air. Authorities have announced the goal to evacuate all the remaining residents of NOLA. The New Orleans Mayor has reported numerous gas leaks throughout the city. Sporadic fires occurring. Attempts to evacuate hundreds of hospital patients from Charity Hospital and Tulane Medical Center are in process. Patients are being transported to other hospitals as far away as Florida.
The Army Corps of Engineers is at the NOLA levee breaks with current plans to drop 3000 lb sand bags in an effort to stop the flow of water. NOLA hospital evacuations continue for thousands of patients. Reports indicate all evacuees are being taken to the SuperDome, which is now surrounded by water. The generators at the Dome are now in jeopardy. The Governor of Louisiana has called for a day of prayer tomorrow...
Elsewhere, search and rescue continue in Mississippi and Alabama. Biloxi reports indicate catastrophic damage.

A local official tells an ABC News affiliate in Baton Rouge, La., that inmates at Orleans Parish Prison are rioting and have taken hostages -- including children -- using homemade weapons.

Actually any grocery store should be opened. There's no hope for salvaging the stuff anyway with all the water.

If "survival" looting is going on, then let it.
If they're breaking windows and stealing watches, like the CNN reporter said, that's another story. (P.S. when she told the story, all I could think was, "Hope they're stealing waterproof watches"...just kidding.)
The river leevee has been breeched?
A deputy's family being held hostage.... between looters and rioting prisoners, the Mayor and/or Governor needs to put the hammer down NOW.... make it clear that it is "take no prisoners" with criminals taking advantage of one of the most extreme emergencies in US history.
TO THE PRISONERS: message must be, release all hostages unharmed, and BEHAVE, or none of you will be alive in the morning....
Choppers and boats to nearest high ground highway. Buses to 3 dozen major cities. Get everyone out, while the thinking is going on.

WWL is broadcasting and just said the Mississippi River has breeched the levees and holes all over the levees.
Guy speaking said all they can do now is rescue as many people as they can.

I heard that but I think they were talking about Plaqueminnes Parish farther down river near the mouth and not the city... yet.
he spoke earlier today, but i don't think they planned on the US Army taking over from local authorities, unless locals proved incapable...which seems likely at this point

In the Rodney King riots, the LAPD backed off in those first crucial hours and a n easily controlled situation flared up into a disaster. But in some of those other small cities embedded in LA, the police immediately jumped on troublemakers as soon they did something. As a result, they'd had only a fraction of the problems that LA had.
You can't have decent rescue or recovery operations in an atmosphere of chaos. That's why maintaining a semblance of order is job one in a disaster. Lose that veneer of civilization and a disaster turns into something ten times worse.

6:41 P.M. - Efforts to stop the levee break at the 17th Street Canal have ended unsuccessfully and the water is expected to soon overwhelm the pumps in that area, allowing water to pour into the east bank of Metairie and Orleans to an expected height of 12-15 feet.
6:39 P.M. - JACKSON, Miss. (AP) -- Senator Trent Lott is urging President Bush to visit Mississippi in the wake of Hurricane Katrina, telling the president -- quote -- "the people of Mississippi are flat on their backs. They're going to need your help."
6:05 P.M. - Thomas: Saw at least three dead bodies during his rescues. Whole families were among those rescued.
6:04 P.M. - Thomas: Most sobering moment - being told to leave the dead bodies, because there are people to rescue.
6:03 P.M. - N.O. Councilman Oliver Thomas: "What you see on TV, you have no idea what the level of devastation and frustration is on the street."
5:57 P.M. - Jeff Parish schools chief Dianne Roussel says two months is probably "optimistic" to get schools back and functioning.
5:49 P.M. - (AP) WASHINGTON -- The Navy is sending three ships to the Gulf Coast with water and other supplies for those hit by Hurricane Katrina, but officials are urging service members not to try to return to their military bases in New Orleans.
5:46 P.M. - Four confirmed dead in St. Tammany. One died in traffic accident, one died after he stayed and a tree fell and trapped him in his home. Two others died by unknown reasons.
