But how solid a deal is it really? If the Dems start a filibuster and the GOP interprets it to not be 'extraordinary circumstances', the agreement seems to read that the GOP is no longer committed to not changing the Senate rules.

It isn't a total victory, but this is nowhere near the defeat some people here are characterizing it as.
