My cop buddy is concerned, as are the cops on scene, about a clothes change (it is a mall after all) and a car hijack. Hence the cordon.

Short bursts, and yes, it's aimed fire. See the section of the tape where the operator engages three targets. The weapon is selectable between semi- and full-auto modes via the switch on the slide. Not a new concept (I think Mauser had the first one back in the 20s or 30s), but one that has some merits over an SMG as well as some deficiencies. Depends on what it's used for.
Reports from witnesses say they heard automatic gunfire.

Unfortunately this will just give rise to more hysterical 'gun banning' instead of gun proliferating, which would aid in combating crimes like this.

CNN is obsessed with WHAT KIND OF WEAPON. Fire Chief says at least 5 have been shot and injured. Says there were 3 shooters, one in custody.
Shootings at Ulster County shopping center
Police from across the Hudson Valley have converged on the Hudson Valley Mall near Kingston as gunmen opened fire inside the mall this afternoon. Three to 10 people have reportedly been shot.
Reports from the scene says two to three gunman fired shots inside the mall on Route 9W in the Town of Ulster. State and local police are a the scene with reports or one person medivacked to the hospital.
The mall is locked down at the present time.
Kingston Mayor James Sottile said police and emergency services personnel are on the scene.
At least one suspect is said to be in police custody and one to two others are on the loose.
