Arrival at Andrews Air Force Base scheduled for 5 P.M. EDT.
Beginning of procession: 16th and Constitution at 6:00 P.M.

The procession begins at 16 th Street and Constitution Avenue with the ceremonial transfer of remains of former President Ronald Reagan from a hearse to a horse-drawn caisson for the processional to the Capitol. The casket transfer will take place at 6 p.m. and caisson continues east with formal military escort.
The public will be able to pay final respects while the remains lie in state in the Capitol rotunda from 7:00 p.m. through Friday, June 11, 2004 at 9:30 a.m.

According to talking head experts for the past few days, every former president is entitled to a full state funeral, which is what this is. A president makes his preference known as soon as he leaves office, and his wishes/plans, are updated yearly thereafter.
The Nixon family chose not to have a state funeral.
The Johnson family did opt to have one.

It appears that you are capping in 640x480. I am capping in 320x200. Smaller seem a bit sharper, less pixelized. You might change your cap window to the next smaller size and see if you get any improved quality. (Web feed windows tend to be 320x200 rather than the larger size.)

Lester Holt just said that President Reagan makes his last trip to Capitol Hill. That seems more respectful then talking about the casket has arrived and on its way to Capitol Hill IMHO.
