Susan: That's not what I said. WHat I said was if the disclosure of the abuse and the promise to take those actions, that's where I think the Pentagon fell short. Rather than calling CBS and asking for a delay in the airing of the pictures, it would have been better if you had come forward and told the world about the pictures. To set matters right and to hold those accountable.

Rumsfeld: I wish I had done that. I said that in my remarks. I wish I knew you reach down into a criminal investigation when it is not just a criminal investigation but it turns out to have strategic impact on the world. We don't have those procedures. They have never been designed. We are in a wartime situation with peacetime constraints. WHere people are running around with digital cameras and taking these unbelievable pictures and giving them to the media, against the law, and we hadn't even seen them.
