Yes but it occurred under Clinton.
And when Bush took office Condi seemed to be saying they were focusing on an overall war on terrorism, not simply responding to single incidents.

Bill Kristol saying President Bush owes Condi. She has been the most effective witness for the administration. Says that she destroyed Dick Clalrkes fundamental claim, that the Bush administration was inattentive and negligent.

Oh, now Ginsberg (former Clinton ambassador) disagrees. Says that NSC didn't have a crisis atmosphere under Dr. Rice.

That's what I was thinking too. She should have made it clear that the Cole happened on Clinton's watch. Clinton still had time to do something on his watch if he thought it was necessary. Whatever it would have been it wouldn't have been effective but he still had time. He really had lots of time after the first WTC!
