Wasn't Kerrey refering to Clinton plan when he made the comment below? If so Reuters surely didn't make that clear.I listened to that part of the hearings this AM while getting ready for work. The way I heard it, Kerrey was blasting the Bush admin's plan. I thought Kerrey was being highly partisan. George Tenet basically stopped trying to answer Kerrey, because all the latter did was give a speech, not ask a question.

Jim Angle from FoxNews delivered the audio and transcript of Clarke effectively praising the Bush admin for their work on the WOT and slammed the Clinton Admin. It is essentially the exact opposite of what he wrote in his book.And also the exact opposite of what he just testified to.
