Sounds like there's going to be a lot of smoke and mirrors, including some heavy borrowing and "a very creative and badly needed approach that shifts school funding between fiscal years." I presume that means stealing from next year's budget to put the pain off until after the election.

Davis is hoping AB1058 will revitalize the bicycle industry in California. Raising the vehicle registration is a way to encourage more $5 PNO declarations in place of $300+ registrations. Another 60 cents per gallon tax on gas in a market that is already overpriced? That will certainly stimulate business activities and associated revenus from commerce. A per mile fee is really nice too...in a state where things are so spread out that driving is a necessity. The democrats delayed their vote on AB1058 yesterday as a consequence of intense phone calls in opposition. The idiots may yet vote yes. Perata's 5 cents per cartridge tax on ammo is going to be a big fundraiser too. Stupidity is its own reward.

Now, motorists pay about a third of the vehicle license fee that they paid in 1998 -- but the state pays $3.8 billion a year to reimburse cities and counties for revenues lost by the reduction. Now, Davis is proposing to increase the rate back to the level it was in 1999. The car tax is based on the value of the vehicle.

Very sneaky of Gray Davis. The car tax is not paid on a set date for everyone, but on the anniversary of the car purchase. This would mean that on the average, Gray Davis would only upset a small portion of the voting public. Maybe not even phase the car tax in until well after the elections.

It is nothing short of astonishing that a state as wealthy as, and possessing the tax base of, California is in the red.

I would half-way like to see Davis win a second term.

Few in the country are going to truly understand the evils and flaws of liberalism unless a state like Cali plows into the dirt.

Davis pledged for months that he didn't intend to raise taxes to fill the budget hole. But Democratic lawmakers contended it would be impossible to solve a multibillion problem without tax hikes.

borrow $4.5 billion ... from a 1998 settlement with tobacco companies.

That money was supposed to be used for health care costs to the state, not for the general fund. The state will still have to pay for some future health care for smokers, but how are we supposed to finance that, Mr. Davis?

What a lie. We didn't have any tax cuts that weren't reversed, other than the vehicle license fee reduction. There should have been far more tax cuts instead of the generous spending when there was a surplus.

Davis is a liar. I heard a segment of his announcement today, and he said that a deficit of $20 billion would have been okay without tax increases, but that $24 Billion was too much. Why not just cut another $4 Billion? After all, he increased government by over $20 Billion in the last three years.

LOS ANGELES - Gubernatorial nominee Bill Simon released the following statement in response to Governor Gray Davis' proposed budget revision:

"Upon initial review, I am extremely disappointed in the governor's May Revision to the budget."

"The governor seeks to blame everyone but himself for the state's current fiscal crisis. His new budget makes everyone but himself pay, when the taxpayers know it was his gross mismanagement that put the state in this position.

"For three years, Governor Davis spent our tax dollars like there was no tomorrow. Now tomorrow has arrived, and all Californians are going to suffer because the governor was too busy fundraising to provide the leadership and make the tough decisions that would have prevented this crisis from growing out of control.

"I have said that a responsible budget would meet three criteria:

"First, no tax increases, second, protect public education and public safety, and third, that it address the long term structural flaws in the budget by avoiding placing too much of this deficit on the backs of future budget years.

"Regrettably, the governor's new plan fails all three tests, and the governor's mismanagement will be paid for by future generations of Californians."

California Legislature Orders Davis Hospitalized

SACRAMENTO - As California plunged into another round of power blackouts this week, and with the state's short-term power bill nearing $4.2 billion,  state representatives passed emergency legislation that would require the bill be paid from Governor Davis' personal fortune. In addition, state lawmakers invoked an obscure 100-year-old lunacy statute allowing them to have a governor institutionalized when that governor's policies are "clearly insane."

Lawmakers began discussing the possibility of invoking the lunacy statute after Davis insisted on keeping secret the details of his plans to acquire power.  "I think we all got lulled into a little complacency a few weeks ago when the governor was making all these warm and fuzzy comments about how everything would be just fine," said Assemblyman Ima Phool, D-Berkley. "But once we got a look at his secret plans, we knew something had to be done."

Governor Davis' secret plan called for the state to purchase 50 million electric eels from Brazil. Davis had been telling lawmakers that he had worked out a deal that would meet California's energy needs to "infinity and beyond," but refused to tell anyone how.

Democratic lawmakers remain hopeful that Governor Davis' sanity will be restored and he will return to the Capitol triumphant. 

"I'm the eternal optimist," said Sen. Auntie Belham, D-Palo Alto, "But healing the mind of Gray Davis will be a formidable challenge."

Ah well, so much for California Dreaming.
