Sounds like there's going to be a lot of smoke and mirrors, including some heavy borrowing and "a very creative and badly needed approach that shifts school funding between fiscal years." I presume that means stealing from next year's budget to put the pain off until after the election.

Oh, they'll come up with TONS of smoke and TRUCKLOADS of mirrors to get through to the election. Then, once the votes are counted and the smoke clears Gray will get on the podium and tell everyone how bad things REALLY are. Oh, I do not envy Californians at this point.
