I finally at long last actually see an important facet of how the theif managed to pull off some of the more subtle aspects of the, "Machine."

As I recall, nearly every department in the Toon administration had enough unaccounted for funds to balance the deficit between them. That's not only malfeasance--it's most likely criminal. Being able to account for every penny they spend should be the first prerequisite to any department getting bonuses.
You are correct, however, I have seen not one piece of evidence that anything has or will change under the Bush administration. Bonuses will continue, federal workers continue to get much larger annual raises than the average American worker, agency books continue to be unauditable, no cabinet official has indicated anything but "business as usual" (hasn't Gail Norton been edging close to contempt of court for her stonewalling on the Indian trust fund?).
Sad as it is, and as hopeful as many of us were, nothing will be changed.
All of that "hard work for the American people" was simply a way to figure out how to entrench his people in the fabric of government, allowing him to control things from afar if Gore was elected, and to cause infinite trouble if Bush won. We can see what he has done, and it is frustrating, to say the least.
These employees are in every department, including Defense. Thanksfully, Rumsfeld has put them on notice that he will look at Pentagon leaks as a federal crime. (You can't do the same thing in EPA or HHS, unfortunately).
Getting Homeland Defense under Tom Ridge was very smart, as it allows him to select members of "task forces" which will operate separately, and the Clintonistas will be shut out. Same thing that O'Neill has done with the raids on terrorist front organizations. You will note that there wasn't a clue about those raids until they took place. Those task forces under O'Neill have been pulled from several organizations, and they operate under tight security.
The Bush people are extrmely smart, and I have confidence that they can work around these people. (Ashcroft's reorganization of Justice is another example of this strategy. I am sure the most rabid Clinton devotees are now investigating cattle rustling in South Dakota or something.)
It takes a great deal of patience and a mind that is pretty good with "strategery", but I do think our guy is up to it.
The other thing we need to work on is defeating the leftist press. I have concluded that tackling them rationally is not going to work. Instead, I would suggest that they be mocked as nerds and dweebs, making them "un-cool." This is not hard to do (look at that crew at the Pentagon press briefing, for example) and given the general public's fascination with all things fashionable, it should be a piece of cake.

Since I've been teaching, I have yet to see a single scrap of paper from the Fed DoE. They have never once helped a single child in either of my schools learn a single thing... for their $35B annually. Of course, if they ever read this, their insipid and convoluted solution would be to try to do MORE (unConstitutionally) for education at the Federal level.
Sounds worse than Enron to me... because we're all mandated to keep investing in this turkey!

Was the time LAG it took between just *how* his Lamestream pals (=NYT/WAP/AJ&C/LAT and AP et al) were going to, "frame" all the baloney he'd planned, & the time when he made his move(s) to implement said plan.
IMO: Lamestream's problem was *how* they were going to spin Clink to be forevermore thought of as, "The Greatest POTUS of the 20th Century;" while they diverted any rational person's attention away from the salient point(s) of his illegal &/or immoral action(s).
It is my steadfast opin Clintigula had, and still enjoys the Leftist-skewed Lamestream in his front pocket.
