As I recall, nearly every department in the Toon administration had enough unaccounted for funds to balance the deficit between them. That's not only malfeasance--it's most likely criminal. Being able to account for every penny they spend should be the first prerequisite to any department getting bonuses.
You are correct, however, I have seen not one piece of evidence that anything has or will change under the Bush administration. Bonuses will continue, federal workers continue to get much larger annual raises than the average American worker, agency books continue to be unauditable, no cabinet official has indicated anything but "business as usual" (hasn't Gail Norton been edging close to contempt of court for her stonewalling on the Indian trust fund?).
Sad as it is, and as hopeful as many of us were, nothing will be changed.
Sounds worse than Enron to me... because we're all mandated to keep investing in this turkey!
