Washington Pastor & Chaplain Sentenced to 30 Years for Child Sexual Abuse, Creating CSAM

Last week, David Roger Franklin, 68, was handed a life sentence after pleading guilty to three counts of producing child sexual abuse material, as well as a count of possessing child sexual abuse images.

Franklin previously served as the senior pastor of Wellington Assembly of God Church in Wellington, Kansas, and was also an army chaplain. According to one of his bios, he “has pastored in Kansas and Montana and served on ministry staff in Texas and Colorado” and has preached at boys camps across the nation and around the world.” He is married and has five children and multiple grandchildren.

According to the Yakima Herald, Franklin was arrested after “a computer technician working on Franklin’s laptop at his office found folders containing video and photos depicting sexual abuse in June 2022. Investigators found that some of the photos were taken with Franklin’s cellphone of a 4-to-6-year-old girl he knew.

The girl told detectives that Franklin took the photos of her and abused her, and told her that was their “little secret,” according to documents filed in court.

Franklin also had images on his computer of adult men sexually abusing young girls, the documents said.”

While a just society would put him to death and bury him in an unmarked grave, the 30-year sentence guarantees he will almost certainly die in prison.

Ch, Major Dave Franklin was appointed to serve
as the WAWG HC in October of 2012 for an
interim period.
Chaplain Dave Franklin was the Senior Pastor of Wellington Assembly of God
church in Wellington Kansas when a former college classmate and flight
instructor introduced him to the Civil Air Patrol. “CAP seemed to a great place
to minister with those who loved to fly and also serve as a Chaplain.” Dave first
came to the local CAP meetings in 1985 and officially joined shortly afterward
and became a Mission Pilot and Chaplain. The love for flying and the call to
minister have given purpose to the mission of CAP.
Chaplain Franklin graduated from Central Bible College in Springfield,
MO and attended the Assemblies of God Theological Seminary. He has
pastored in Kansas, Montana and served on ministry staffs in Texas and Colorado. For many years he has
served on the National Executive Committee for Royal Rangers, which is an international boys’ ministry
specializing in ‘Mentoring future Men’. Preaching at boys camps across the nation and around the world
has been a great ministry and joy for him.
His professional development achievements within Civil Air Patrol include a Master’s Rating in the
Chaplain Specialty Track, Senior rating in Operations and the Gill Rob Wilson Award (#2920). He was
twice named the WAWG Chaplain of the Year, Pacific Region Chaplain of the Year and National Squadron
Chaplain of the Year for 2011. Chaplain Franklin also serves as a Mission Pilot, Mission Observer, Mission
Scanner, Mission Chaplain and has earned the General Charles “Chuck” Yeager Award in Aerospace
Education and holds a Counter Drug rating in Emergency Services. Dave also serves as the Professional
Development Officer for the Legislative Squadron in Washington State.
Dave and his wife, Becky, have been married since 1980 and have five children and seven grandchildren.
Since 1990 Chaplain Franklin has retired from pastoral ministry and now continues to serve as camp
speaker and Training Director with Royal Rangers also serves as the President of a nationally recognized
Architectural and Engineering firm based in Yakima WA. He leads a staff of dedicated professionals in the
design of food manufacturing and distribution facilities and is widely traveled.

Royal Rangers Sex Abuse Lawsuit Settlement

The Assemblies of God recently settled a sexual assault lawsuit filed by a group of men who claimed that they were abused as children while participating in the Royal Rangers Christian youth program. The amount of the settlement was not disclosed. This case marks a continuing trend in which various religious organizations have had to settle lawsuits for clergy sex abuse occurring in one of their youth programs. . .

The Royal Rangers activity-based church ministry for boys of all ages. It’s sort of like a Christian boy-scout program. The Royal Rangers are affiliated with the Assemblies of God church. The stated mission of the Royal Rangers is to “evangelize, equip, and empower the next generation of Christlike men and lifelong servant leaders.” The Royal Rangers have chartered groups in several states, including Oregon, Pennsylvania, California, Idaho, and North Carolina.

Adult mentors who participate in the Royal Rangers program are church members or ministers. The individual churches assume the obligation for screening mentors and supervising their activities with the underage children in the program.

Sexual Abuse Lawsuits Against Royal Rangers

In August 2021, the Assemblies of God settled 2 separate lawsuits for an undisclosed amount with a group of Oregon men who participated in the Royal Rangers program as children.

The first lawsuit was filed in 2016 by 3 plaintiffs who alleged that Assembly of God pastor Todd Scott Clark and Royal Ranger leader Ralph Wade Gantt sexually abused them in the 1980s. They claimed the abuse occurred while they were participating in Royal Rangers’ activities and events. Both Clark and Gantt were criminally convicted of sexual assault crimes in 1988 for incidents that were not related to the Royal Rangers.

Two years later in 2018, another group of 6 men in Oregon filed a lawsuit against Assemblies of God making nearly identical allegations. These men alleged that they were sexually assaulted and raped by Todd Clark and Ralph Gantt during their childhood. The alleged assaults occurred while the boys were participating in sleepovers as part of the Royal Rangers program. The lawsuit claims that the boys notified the church leaders but their allegations were summarily dismissed and nothing was done.

Both of these lawsuits sought to hold the church liable for the sexual abuse under an agency theory. Since the church was responsible for the Royal Ranger program and supervising mentors participating in the program, it could be held legally liable in a civil suit for the acts of abuse committed during the program. The 2018 lawsuit was made possible by recent changes in Oregon law that extended the statute of limitations for bringing lawsuits like this involving sexual abuse during childhood.

Another Royal Rangers Mentor Charged with Sex Abuse
In September 2020, Michael Schechterly, a judge in Perry County Pennsylvania who also happened to be a mentor in the Royal Rangers program, was charged with sexually abusing a 12-year-old boy. Schechterly met his abuse victim in the Royal Rangers program, although it’s not clear that the incidents of sexual abuse occurred during Royal Rangers events or programs. . .

Could very well be the case. The abused become the abusers, and the problem perpetuates itself. Though some abusers do manage to break the circle of their learned/experienced behavior.

Yes, this is VERY TRUE...

however sin MUST be dealt with.

God's POWER of forgiveness supercedes ALL...can he be forgiven? ABSOLUTELY according to the Words of Jesus Himself.....

BUT in our laws, he MUST pay the price for what he did to that child, and THE damage he has done to the KINGDOM of GOD...

If this person knows God's Word, HE more than anyone else would know this...repent before the public, confess... then pay the price.

For him, it will probably be many years behind bars and the agony of realizing what damage he has done to the Body of Christ , not to mention innocent children.~~~

The scripture says it would be better that a milestone be put around his neck and drowned.
