I doubt any American will ever be chosen as pope. Probably a lot of cardinals would be against the idea of an American pope, plus Americans tend to be weak on foreign languages. Tobin may be fluent in Italian if he spent a long time in Rome but does he know French or German or Spanish? How good is his Latin? He's too young to remember much of the time when Mass was always said in Latin or to have memorized the Latin phrases altar boys had to say.
