Citing Josephus is a little strange. He recorded all kinds of details about the life of Herod, but makes no mention whatsoever of the massacre. One would expect that to be mentioned.

I have seen those often in flash photos I’ve taken in dark settings. I believe them to be the result of the flash reflecting off particles of dust floating in the air. The dust particles are too close to the camera lens to be in focus and therefore appear as orbs of light. That’s my theory anyhow.
In the popular imagination, we think of the Slaughter of the Innocents as this massive bloodbath involving scores of infants. Biblical historians, however, tell us that the population of Bethlehem at the time was such that the slaughter involved only 5 or 6 victims. Still a tragedy, especially to our modern sensibilities, but in the more brutal past (and considering Herod's other more high profile atrocities) the killing of a few kids in a poor village was probably hardly worth noticing by the larger secular world.

I bought a quality brand name set of binoculars at Goodwill once. I have spent half my life looking through binoculars so I checked them out in the store. Clarity, focus, parallax, the works. I bought them and looked at them outside in the sunlight when I got home. They looked far worse than that photo.
Looks like dirt on the lens to me. Can happen if it's windy/dusty and you don't keep the lens cap on.
Its Egypt. Its a dusty place. Its what happens to camera lenses.
It's a camera with a filthy lens.
