Rule One is a joke ... but it conveys a truth. The powers that be seem, finally, to be taking that truth seriously.
But were I a betting man I'd guess the holdouts are Mahony, Gumbleton and another loser to be named later.

Priestly celebacy was not stressed earlier because it has never officially been an issue. Of course priests and seminarians are expected to be celebate.
The problem is that so many seminary teachers and administrators went off the rails and took dissident positions back in the sixties and seventies. Not to mention bishops. Since then these dissidents have done everything they could to clone junior editions of themselves.
It's mainly a problem of personnel and discipline. First, you need orthodox bishops who are committed to the teachings of the Church. Then you need orthodox people on the bishops' staffs. Then you need orthodox catechists and seminary teachers.
There's no harm in making the rules more explicit. But until you get rid of people like Gumbleton, clean out the NCCB staff, clean out the dissident theologians who are misteaching the candidates in Catholic schools and colleges, and on down the list, the problem won't be solved.

Also the number of bishops seems out of whack but it really isn't since many dioceses have more than one bishop -- I know ours has an assistant bishop.

I can name several candidates right off the top of my head.
While all of these rules and regulations are good, they cannot alter the mindset of a bishop. The bishops will continue to seek out candidates who share their 'vision' of the future, even at the risk of fewer seminarians. If anything, they will then use this as an excuse for installing LEMs to run parishes because of a 'priest shortage'. They will continue to turn away the more 'orthodox' candidates. It's truly sad and unfortunate. Things will only turnaround when these bishops retire.
It would be good idea to reintroduce Thomistic philosophy and get rid of everything written from Descarte on.
S: This touches on what we were discussing earlier. They may well obey the rules, but whether they obey the rules because they believe the rules to be good and true, or because Benedetto will beat them over the head if they don't may well determine the true outcome of all this.
A good course (or two) in Philosophical Errors should be a requirement.
