Priestly celebacy was not stressed earlier because it has never officially been an issue. Of course priests and seminarians are expected to be celebate.
The problem is that so many seminary teachers and administrators went off the rails and took dissident positions back in the sixties and seventies. Not to mention bishops. Since then these dissidents have done everything they could to clone junior editions of themselves.
It's mainly a problem of personnel and discipline. First, you need orthodox bishops who are committed to the teachings of the Church. Then you need orthodox people on the bishops' staffs. Then you need orthodox catechists and seminary teachers.
There's no harm in making the rules more explicit. But until you get rid of people like Gumbleton, clean out the NCCB staff, clean out the dissident theologians who are misteaching the candidates in Catholic schools and colleges, and on down the list, the problem won't be solved.
It would be good idea to reintroduce Thomistic philosophy and get rid of everything written from Descarte on.
This is GREAT news! If you expect them to live chastely, you'd better teach them how to do that well.
