No...there was no explosion...Actually, what he said is plausible.
Blackouts occur because the DEMAND exceeds the CAPACITY of a power plant because of a DISRUPTION in supply.
When that happens, utilities INTENTIONALLY shut down their generators, either manually or automatically, to prevent DAMAGE to their equipment.
Except that there were all of these SAFEGUARDS and REDUNDANCIES built in after 1977 to prevent this from happening again.
Unless one knows the EXACT spot to cause the disruption.

he problem with these constant denials is that the government loses credibility. You're right. Once in awhile, even when events are NOT terro related, the government should say they are, just to keep credibility.

WMAL: Power outage this afternoon at the University of Maryland in College Park, MD, it turns out, was related to the general power outage. It started at the same time. (4 PM?) I wonder why it didn't bring down the power all over the D.C. area.
