I find it to be rather brilliant, if it gets much publicity. It is the timing that is the masterstroke, coming on the heels of the suicide in Britain. The cartoon turns the accusations and who is the sympathetic figure 180 degrees back onto the real culprits and real victims of bullying and unjust attacks, and puts the media/left alliance in the position of arbitrary and out-of-control oppressor. The final touch of brilliance is how it is not completely obvious to everyone, but recognized by enough to provoke(hopefully) more than just quick idle chat, likely requiring more involved discussion that goes deeper than the screaming soundbite headlines, to the actual details and aspects often not reported. Thus the cartoon has the potential to do what the Clinton administration was so, so successful at(like it or not, it was a key to their surviving), which is changing the subject on a dime at the appropriate time.
Here's hoping it succeeds.

Uh, it was not a photo, it was an 8mm video tape (movie camera) taken of this NVC getting his head blown off. In the actual video tape this guy drops to the ground like a sack of potatoes with blood pouring out of his head like a garden hose.Right you are. Beyond gruesome. And to think some media maggots wanted to air the tape of Daniel Perle's beheading.

The author's intent .... when the writer get's them to THINK afterward, and talk about it, they've really done their jobs. I think in the end, we will see that he has accomplished that. Have in patience in your fellow man. People get wound up on first appearances but we are all fairly rational people (most of us ;-) and after people get over the initial shock value that the cartoonist clearly intended, they will get down to the mechanics of sorting this thing out. If people react emotionally to something that was clearly intended to cause such a reaction, it doesn't mean people are stupid, simply that the artist was good.
The earlier thread on this, I clicked on it expecting to see Ted Rall's latest offerings- now there's one sick puppy.

It was both a tape and a photo, if you read down through the thread. The photographer won a Pulitzer for it.

My major problem with this cartoon is the seed it may plant in the heads of 'useful-idiot-John Hinckley Jr's' out there who may start fantasizing about what "International Heroes" they will become when they shoot the President.

The AP took a newsphoto and a freelance cinematographer got the film, which I think went to NBC, but I'm not sure of that.

I just hope people will look at this guy's body of work, and understand the context. The guy is a conservative. It's provocative, some say because it can be confused it fails, I say the opposite. It is because people get the wrong impression at first that it is so powerful. If he made a cartoon that just said democratic hacks attacking Bush were bad in big letters, we would not be discussing this at all.

I think you hit on the reason for the reaction everyone is having: the reference is too obscure.
People would rather simply see the gun pointed at the President's head instead of looking at the Big Picture, and what it is trying to convey.

I certainly didn't get it, and I am not sure I do now even after reading what some here think it means. I don't see that in this picture, I see the President of the US with a gun pointed to his head. That is irresponsible IMO no matter what the intent is. The real nuts out there won't get it either. They will just think it is their mission to carry this out.

Given the fellow in the original picture was a Viet-cong who arguably deserved to die - in what sense is this a sympathetic cartoon?
I read it as "Bush got us in this mess...our boys are dying...Bush should pay the price!"
