Spying in and of itself isn't the issue. It's the collaboration and dissemination of information to enemies that is.
Russia is absolutely still the same old communist USSR, but in a more pan-handling socialist form.
Putin is a despicable low life and things need to change in how we use our resources regarding our enemies. Now that they've all mostly been identifid properly, that is.

Don't put too much faith into the Russian Constitution, it's not worth the paper it's being written on, they ignore it themselves completely all the time.
The communist countries all had good sounding consitutions, that were strictly for show to the West and totally ignored.
