IF they announce him as a suspect, they have to read him his Miranda rights. As a person of interest, they get more leeway in questioning.
Depends on the context. Whoever it is, the punishment must fit the motivation. Tranny? Imprison him for life with other men of the rough, tough variety. Jihadi? Feed him to the pigs. Leftard? Solitary confinement listening to endless Trump rallies.

No such thing as a person of interest legally. He’s a suspect whether they have the sense to use the word or not.
You know the democrats were wishing they used this shooter instead of the other one that missed Trump.
